Meeting Minutes
Monday, September 11, 2000
Chairman Armstrong called the meeting to order at 7:00 p.m. in the Council Chambers of City Hall,
3800 Laverne Avenue North, Lake Elmo, Minnesota. Present: Commissioners Berg, Deziel, Helwig,
Herber, Mandel, Ptacek, Sedro, Sessing and Taylor. Absent: Commissioner Brass. Also present: City
Planner Dillerud.
Chairman Armstrong introduced Commissioner Deziel (second alternate).

M/S/P Helwig/Sedro - to approve the agenda, as presented.
(Motion Passed 9-0).
2. Minutes
Postpone August 28, 2000 minutes to the September 25, 2000 meeting.
3. PUBLIC HEARING: Livestock Ordinance Amendments
Planner Dillerud said the City Council considered the Planning Commission's latest draft of the
amendments to the livestock provisions of the Zoning Ordinance that reduced minimum acreage
requirements for the keeping of horse, and directed staff to schedule a public hearing.
Chairman Armstrong opened the comment portion of the Public Hearing at 7:10 p.m.

Miss Perrin asked if the proposal amendment to the livestock ordinance wound permit her to hare a pygmy goat as a
pet in the R-1 Zoning District She bmught a lice pygmy goat with her, and explained that as adults, they grow no
larger than a cocker spaniel dog
Chairman Armstrong explained the proposed amendments did not specifically relate to R-1 Zoning,
and suggested Miss Perrin bring her issue to the City Council.
The Commissioners discussed the definition of "domestic pet."
Planner Dillerud asked if this animal could be housebroken. He said it might be difficult to define
"domestic pet" noting the City of Woodbury describes "domestic pet" as "dependent upon humans
for food and shelter."

A resident said he thought the anvedrnentwas a terrific idea.

Mr. Atkins thanked the Planning Commission for addressingthe issue Mrs. Atkins asked hour long it wwrld take
until the amendments were in effect, the reason being said she zannted to open a children's farmday-care cater as soon
as possible.
Chairman Armstrong closed the comment portion of the Public Hearing at 7:20 p.m.
Commissioner Deziel asked what the rationale was behind the 12% slope restriction.
Commissioner Berg said according to Washington County, 12% or greater was considered steep
slopes.
M/S/P Sessing/Mandel - to recommend the City Council approve Ordinance No.
an Ordinance Amending Section 300.13 Subd. 15, D & E of the Lake Elmo Municipal Code.
(Motion Passed 9-0).
4. PUBLIC HEARING: Repeal of HB (Highway Business) Zoning District
Planner Dillerud explained that previously, the City Council asked the Planning Commission to
address repealing the HB Zoning, and, upon recommendation to do so, decided to add performance
standards to the HB text, therefore, the HB District remains both in the Zoning Ordinance text, and
on the Zoning Map. He said there are four (4) locations in the City that are currently zoned HB.
He noted that it appeared to be the intention of the Council in this direction to, as a companion
action to deleting the HB zone, amend the Zoning Map to reclassify sites currently zoned HB, to the
GB (General Business) classification.
Chairman Armstrong opened and closed the comment portion of the Public Hearing, noting
NO COMMENTS.
M/S/P Armstrong/Sessing - to table the Public Hearing to the September 25, 2000
meeting, and notify the four (4) affected property owners.
(Motion Passed 9-0).
5. Tower Ordinance
Chairman Armstrong reported that the draft Tower Ordinance was on the Council's unfinished
business agenda.
6. SRD Definitions
Planner Dillerud reminded the Planning Commissioners that during the consideration of Carriage
Station, it was found that there was no definition for the Land Use Plan classification SRD
(Suburban Residential Development). He said the Carriage Station development plan that was found
to be acceptable to the majority of the City Council required some definition of SRD that would
incorporate the unique circumstances involving that site - likely not to be repeated with any other
site in Lake Elmo.

The Commissioners discussed the current definition of SRD, and proposed the following, to be
noticed at a Public Hearing:
SRD (Suburban Residential Development)
Areas of the City primarily, but not exclusively, adjacent to lakes where lot sizes and
resulting density exceeds that of land use classifications and zoning established in the
City in 1990, and existing as platted "lots of record" as of (insert date of enassnent).
The residential dwelling unit density of any newly developed SRD site shall not
exceed .9 dwelling units per acre, net of DNR Protected Wetland.
Chairman Armstrong adjourned the meeting at 8:00 p.m.
