STAFF INITIAL APPROVED BY ADMINISTRATOR DESCRIPTION OF ISSUE AND PAST COUNCIL ACTION: Late last year, the Council discussed how to process requests from property owners that did not conform to city code. The Council directed staff to work on a process that was similar to how the city is required to process variances for zoning ordinance matters. Some of the requests for waivers are for driveways and parking pads. Staff worked with the city attorney on language for the for the Driveway and Parking Pad Requirements ordinance that provides the City Council latitude to make decisions. Additional revisions include the city engineer's recommendation to change the bituminous specification language. Staff also would like the City Council to consider the revisions in section 9.10-7. This change would effectively al- low owners of single lots to have a parking pad for one vehicle; the owners of double lots could have a parking pad for two vehicles; and so forth. This change is a band aid until the zoning ordinance is updated to reflect how the City wants to regulate lot coverage in the fu- ture. The recommended ordinance changes are noted in blue. The purpose of tonight's meeting is to hold a public hearing. After the public hearing, the ordinance may be amended, tabled, or adopted as the City Council sees fit. OPTIONS: STAFF RECOMMENDATION: Motion to adopt Ordinance No. 21-04 Amending Title 9, Chapter 10 of the Code of Ordi- nances regarding Driveway and Parking Pad Requirements.
