The guards were <br />coming down for those that were vaccinated but that has changed recently. The spread is <br />high and vaccinated people are sometimes transmitters. The public health guidance is to <br />remain vigilant and follow the same protocols for social distancing and mask wearing when <br />transmission rates are high. <br />Due to the size of our council chambers, it is difficult to adhere to the most basic guidance. <br />I asked the city attorney if he had other clients in the same boat and what options are provid- <br />ed by Statute. As he has been here many times, he said it isn't practical or prudent to hold in <br />-person council meetings if we don't have enough space to allow all who want to attend and <br />participate in the meetings to do so effectively and safely. <br />The city attorney said the Mayor may determine that in -person meetings are not practical or <br />prudent as the pandemic surges. Before she makes a decision, she is looking for feedback <br />from council members on how to proceed. The technology updates that will happen in the <br />next few months may offer alternative solutions, but for now, the options are all persons <br />meeting in -person or all persons meeting virtually. <br />OPTIONS: <br />STAFF RECOMMENDATION: <br />
