Recycling for Multi -Family, Commercial and Industrial Properties <br />IN <br />Objective: To study and develop a communications program to encourage recycling for multi amily, commercial <br />and industrial properties. <br />Most often, residents in multi -family dwellings, commercial or industrial properties are not able to sign <br />up for individual recycling service. Generally, the manager of the complex makes such an arrangement <br />for the entire facility by contacting the local solid waste management service provider. Frequently as a <br />result, these uses are not served by a local residential curbside recycling collection program because <br />such programs were not designed to serve these uses with respect to space, collection, routing, billing <br />etc. A recycling program has not been established for multi -family, commercial and industrial propertie <br />within each community. Illicit Discharge Regulations and Training <br />'N Objective: To research and educate residents and business owners on illicit discharges and their impacts to the <br />environment and assist in the preparation of updated ordinances. <br />Illegal dumping of hazardous/solid waste is considered an illicit discharge. Each community is required to <br />have an "Illicit Discharge" ordinance regulating illicit discharges and connections to the City's storm <br />sewer system in order to comply with the City MS4 Permit. These ordinances are put into place to <br />regulate the contribution of pollutants to the MS4 by storm water discharges by any user, to prohibit <br />illicit connections and discharges to the MS4, and to establish legal authority to carry out all inspection, <br />surveillance, monitoring and enforcement procedures necessary to ensure compliance with this <br />ordinance. As with any regulation, the total is the sum of all its parts and governments rely on <br />compliance from residents and business owners to ensure compliance with these rules.
