ACTION REQUESTED <br />Consent X <br />Special <br />Public Hearing <br />Report <br />Discussion/Action <br />Resolution <br />Work session <br />0 <br />MEETING DATE May 13, 2014 <br />ITEM NUMBER Public Entity Innovation Grant <br />STAFF INITIAL Jim <br />BACKGROUND: <br />Ramsey County continues to work with cities to achieve state'mandated recycling goals. The County still <br />has funds available through the Public Entity Innovation Grant Program with up to $100,000 available <br />per award. The program started last year with $1,500,000. <br />Lastyear, Lauderdale and Falcon Heights collaborated with Ramsey County on a bulky waste collection <br />pilot project for single-family homes. Lauderdale and Falcon Heights would like to collaborate on a <br />second bulky collection pilot project for multi -family buildings. The first goal is to find out if building <br />owners/managers and residents have a need for bulky waste collection. Interviews of building owners/ <br />managers and surveys of residents will be performed by the County's consultant, FH Infrastructure & <br />Environment. If it is determined a need exists, a limited collection program will be designed and tested <br />during the prime fall transition time for residents moving in and out. <br />Deb Jones from Falcon Heights and I felt the first project was very time consuming in preparing the grant <br />application, RFP, hauler contract, marketing materials, resident sign ups, and overall management of the <br />program. It was not realistic to expect we could devote that much time to a second pilot project. Thus , <br />FOTH is going to fix a flaw in their projected consulting fees for the second pilot be able to devote more <br />time to theproject. This will help, especially since Deb Jones is planning her retirement from the City of <br />Falcon Heights for mid-August, which will be in the middle of the project. <br />A Letter of Intent . (1,01) for this project was recently sent to the County and we have receive approval to <br />proceed with the grant application. I have attached the LOI and draft application materials for your <br />review. The Council does not need to take action on this item, however, staff would like the City <br />Council's support for submitting the grant application. <br />OPTIONS: <br />1) Approve as part of the consent agenda. <br />2) Remove from consent agenda for discussion and potential action. <br />STAFF RECOMMENDATION: <br />By approving the consent agenda, the Council is authorizing staff to submit the PEIG application to <br />Ramsey County. <br />
