consideration of the public attending the meeting for specific items on the agenda, this portion of

3. 2003 GOAL SETTING SESSION
A. Goal Setting Session. The City Council discussed the goals for 2003.
This discussion occurred between 5:00 p.m. and 7:30 p.m.
4. APPROVAL OF THE AGENDA

9. SPECIAL ORDER OF BUSINESS/RECOGNITIONS/PROCLAMATIONS
A. Snow Connnotion. Administrative Analyst Bownik stated that Snow
Commotion is scheduled for Saturday, February 1, 2003 from 3:00 p.m. to 6:00
p.m. In addition to the regular activities and games, the hayride will be back this
year for a second time.

A. Approval of a Letter of Agreement for the NPDES Phase II Assistance
from Bonestroo, Rosene, and Anderlik. City Administrator Getschow stated that
the Council previously approved participation in a LMC consortium with other
Minnesota communities for the purpose of creating a Guide Plan for the NPDES
Phase II stormwater permit that is due in March of 2003. More than 100 cities in
the State of Mirmesota that will need to comply with the Clean Water Act's Phase
11 stormwater program have participated in the Guide Plan group. The initial cost
of $5,000 was reduced to $3,000 following a $2,000 refund in December 2002
due to excellent participation by affected cities. Also, the city's engineering
consultant BRA, was the consultant chosen by the LMC to create the Guide Plan.
Unfortunately, the Guide Plan only assists a community in getting part of the way
through the permit process. There are many elements to the NPDES permit
requirements, but one of the largest components of the permit is the city
requirement to develop, implement and enforce a city-wide storm water pollution
prevention plan. The elements of that plan that must include the following six
minimum set control measures.

The City must also define appropriate BMP's or best management practices for
each of the six control measures and have measurable goals for each BMP. The
engineering consultant will assist city staff in defining these BMP's and creating
quantifiable goals. More importantly, the consultant can assist in drafting a
citywide stone water pollution prevention plan and a permit application that is
defensible in court. The letter of agreement details the services that are needed to
create the proper storm water pollution prevention plan and the other necessary
components that are needed to apply for the permit. For smaller communities,
BRA estimated that the consulting cost of this effort will be approximately
between $12,000-$15,000 in 2003. Lauderdale will be on the lower end of the
scale because of our prior efforts in enacting a storm water management
ordinance and a capital storm water management plan. Larger communities will
be expending more than $20,000 in consulting engineering towards this permit
process.
Motion by Christensen, second by Gill -Gerbig to approve the letter of agreement
for NPDES Phase II Assistance with Bonestroo, Rosene, Anderlik, and Associates
dated December 17, 2002. Roll: Yes: all. Motion carried.
B. Resolution 011403B: Resolution Aclopting the 2003 Fee Schedule. The
only proposed change included a fee increase for sewer connection charges to
match the Metropolitan Council Environmental Services fee.
Motion by Gill -Gerbig, second by McCloskey to approve Resolution 01140313: A
Resolution Adopting the 2003 License, Administrative Services, and Permit Fees
Roll: Yes: all. Motion carried.
C. 2003 Appointments to the Park and Community Involvement Conunittee.
Motion by McCloskey, second by Christensen to reappoint Kim Ferris and Karen
Doherty to the Park and Community Involvement Committee for two-year terms
expiring December 31, 2004. Roll: Yes: all. Motion carried.
D. 2003 Appointments. Motion by Gill -Gerbig, second by McCloskey to
approve the enclosed Appointments for 2003. Roll: Yes: all. Motion carried.
E. City Administrator Performance Revieiv. The Council went into closed
session at 8:05 p.m. to conduct a performance review of the City Administrator.
The Council came out of closed session to open the meeting at 9:00 p.m.

approve staff compensation for 2003 as included in the packet effective

I have not yet received written comments on the 2003 Improvements to be included in the
packet or to be entered into the record for the public hearing.
City Engineer Tom Kellogg will be at the meeting for a presentation on the 2003
hnprovements and to answer questions from those in attendance at the public hearing.
The presentation will be similar to the one given at the neighborhood meeting, but will
address the updates to the plans as a result of resident input and Council discussion.
The action requested at this meeting would be for the Council to order the improvements.
Following the enactment of the resolution, subsequent Council action would be for the
Council to approve the plans and specifications and order an advertisement of bids at the
February 11, 2003 Council meeting.

Notice is hereby given that the City Council of Lauderdale will meet in City Hall at 7:30
p.m. on January 28, 2003 to consider making an improvement on: Walnut Street between
Roselawn Avenue and Larpenteur Avenue, Malvern Street between Roselawn Avenue and
Larpenteur Avenue, Summer Street between State Trunk Highway 280 and Eustis Street,
Spring Street between State Trunk Llighrvay 280 and Eustis Street, and Ione Street
between State Trunk Highway 280 and Eustis Street by conducting street reconstruction,
sanitary sewer improvements and replacement, water main replacement, storm sewer
system improvements, and alley improvements and to assess the benefited property for a
portion of the cost of the improvements, pursuant to Minnesota Statutes, Section 429.011 to
429.111. The area to be assessed is the entire area described in the previous sentence. The
estimated cost of the proposed improvement is $2,008,000. A reasonable estimate of the
impact of the assessment will be available at the hearing. Such persons as desire to be
heard with reference to the proposed improvement will be heard at this meeting.

public improvement project and public hearing. Also, there are copies of the recently completed
feasibility report of the project available at City Hall for you to view and/or discuss at any time.

WHEREAS, a resolution of the City Council of Lauderdale adopted the 10"' day of December,
2002, fixed a date for a Council hearing on the proposed to the improvement of: Walnut Street

Bonestroo, Rosene, Anderlik and Associates is hereby designated as the engineer for this
improvement. The engineer shall prepare plans and specifications for the making of such
improvement.

Every three years, all Local Units of Government are required to file a report that verifies
compliance with the Local Government Pay Equity Act. The Pay Equity Act, passed by
the Legislature in 1984, was adopted to eliminate gender based wage disparities among
job classes of comparable job value. A computer generated model was created which
indicates if wages are equitable. This is done by comparing male dominated jobs to
female dominated jobs based on job points. Job points are determined by time spent
profiles which evaluate the amount of time each position spends performing specific
duties and tasks. To help make this less complicated, the Metropolitan Area City
Managers group, with the cooperation of most of the Metropolitan Area Cities,
established benchmarks for several municipal positions. These benchmarks were used,
along with comparisons to other cities with similar positions, to establish Lauderdale's
job points.
In 1999, the City of Lauderdale submitted a report to the Department of Employee
Relations and was found to be in compliance after a second report was submitted in the
fall of 1999. This year's report must be submitted to DOER by the end of this January
for determining year-end 2002 compliance.
Attached is a copy of the report to be submitted to DOER.
