Call to Order
Mayor Pro Tem Dains called the Regular City Council meeting to order at 7:34 p.m.
Roll Call
Councilors present: Andi Moffatt, Jeff Dains, and Roxanne Grove.
Councilor absent: Kelly Dolphin, and Mayor Mary Gaasch.
Staff present: Heather Butkowski, City Administrator; Jim Bownik, Assistant to the City
Administrator; and Miles Cline, Deputy City Clerk
Approvals
Mayor Pro Tem Dains asked if there were any additions to the meeting agenda. There being
none, Councilor Moffatt moved and seconded by Councilor Grove to approve the agenda.
Motion carried unanimously.
Mayor Pro Tem Dains asked if there were any corrections to the minutes of the February 25,
2020 city council meeting. There being none, Councilor Grove moved and seconded by
Councilor Moffatt to approve the minutes of the February 25, 2020 city council meeting. Motion
carried unanimously.
Mayor Pro Tem Dains asked if there were any questions on the claims. There being none,
Councilor Moffatt moved and seconded by Councilor Grove to approve the claims totaling
$94,089.89. Motion carried unanimously.
Consent
Councilor Grove moved and seconded by Councilor Moffatt to approve the Consent Agenda
thereby approving the street sweeping service agreement with Mike McPhillips, Inc. and the
Cooperative Purchasing Connection participation agreement.
Informational Presentations/Reports
A. City Council Updates
Councilor Moffatt stated that she and Mayor Gaasch attended the annual meeting for the St. Paul
Area Chamber of Commerce on March 4. The meeting focused on housing and business
development in the East Metro.
Discussion/Action Items
A. CDBG Grant Agreement for Improvements at Skyview Park
Butkowski explained that per the agreement, Ramsey County is providing the City with $115,000 in
Community Development Block Grant funding for the purchase of new playground equipment and
accessibility improvements for Skyview Park. This grant is possible due to Lauderdale's census tract data
that identifies us as "low to moderate income."

Councilor Moffatt made a motion to approve the Community Development Block Grant Program
Agreement between the Ramsey County Housing and Redevelopment Authority, a Political
Subdivision of the State of Minnesota, and the City of Lauderdale, a Minnesota Municipal
Corporation. This was seconded by Councilor Grove and carried unanimously.
B. Update by Real Estate Equities Regarding their Intent to Purchase 1795 Eustis Street
Patrick Ostrom from Real Estate Equities (REE) approached the Council to give an update on their plans
to acquire the former Lauderdale School site. In January, the State held a lottery for the distribution of
affordable housing tax credits and the Lauderdale project ended up too far down the list to be eligible for
the tax credits in the next couple of years. Instead, REE proposes changing the project from 100%
affordable housing, to a 20% affordable / 80% market rate mix. Due to the financing involved, they also
propose raising the age limit to 62 from 55. Jennifer Haskamp, the City's consulting planner, spoke to the
next steps in the land use application process.
Set Agenda for Next Meeting
Administrator Butkowski stated that the March 24 council meeting may include an update by
Master Properties on the development of Luther Seminary's land and a presentation from
Ramsey County on the upcoming census.
Work Session
A. Opportunity for the Public to Address the City Council
Mayor Pro Tem Dains opened the floor to anyone that wanted to address the Council.
Seth Malone, 1570 Eustis Street, asked if the City has plans to improve Eustis Street south of
Larpenteur Avenue. Dains explained that road segment was the responsibility of Ramsey County
and he would like to work with Seth on petitioning the County to make improvements.
There being no additional parties interested in speaking, Mayor Pro Tem Dains closed the floor.
B. Community Development Updates
Butkowski had no additional comments.
Adjournment
Councilor Moffatt moved and seconded by Councilor Grove to adjourn the meeting at 8:02 p.m.
Motion carried unanimously.
