HomeMy WebLinkAbout05/11/2021LAUDERDALE CITY COUNCIL MEETING MINUTES HELD REMOTELY VIA TELECONFERENCE P age 1 of 3 May 11, 2021 Call to Order Mayor Gaasch called the Regular City Council meeting to order at 7:00 p.m. Roll Call Councilors present: Jeff Dains, Duane Pulford, Andi Moffatt, Roxanne Grove, and Mayor Mary Gaasch. Councilor Absent: None Staff present: Heather Butkowski, City Administrator; Jim Bownik, Assistant to the City Administrator and Miles Cline, Deputy City Clerk. Approvals Mayor Gaasch asked if there were any additions to the meeting agenda. Councilor Dains added legislative updates to Additional Items. There being nothing else, Councilor Pulford moved and seconded by Councilor Grove to approve the agenda. Motion carried unanimously on a roll call vote. Mayor Gaasch asked if there were any corrections to the April 27, 2021 city council meeting minutes. Theie being none, Councilor Dains moved and seconded by Councilor Grove to approve the minutes of the April 27, 2021 city council meeting. Motion carried unanimously on a roll call vote. Mayor Gaasch asked if thele were any questions on the claims. There being none, Councilor Grove moved and seconded by Councilor Dains to approve the claims totaling $40,498.07. Motion carried unanimously on a roll call vote. Consent Councilor Pulford moved and seconded by Councilor Grove to approve the Consent Agenda approving Resolution No. 051121A — A Resolution Consenting to the Issuance of Revenue B onds by the Duluth Economic Development Authority and acknowledging the quarterly investment report. Motion carried unanimously on a roll call vote. Informational Presentations/Reports C. City Council Updates Mayor Gaasch stated that she is working with the Ramsey County League of Local Governments on providing improved access to mental health services. The Association of Mayor is working to improve policing and lace and equity issues. P ublic Hearings A. Ordinance No. 21-02 Amending Title 10, Chapter 4 of the Code of Ordinances Regarding General Provisions LAUDERDALE CITY COUNCIL MEETING MINUTES HI ;LD REMOTELY VIA TELhCONFF,RENCIF, Page 2 of 3 May 11, 2021 At the last meeting, the Council discussed staff pioposed changes to the zoning ordinance to address building and zoning related questions that have arisen with the increase in new construction and development on previously unbuilt lots. The changes have been reviewed by the city attorney. After the public hearing, the ordinance may be amended, tabled, or adopted as the City Council sees fit. Mayor Gaasch opened up the floor at 7:07 p.m to anyone in attendance interested in addressing the Council. There being no one interested in speaking, Mayoi Gaasch closed the floor at 7:08 p.m. Councilor Grove made a motion to adopt Ordinance No. 21-02 Amending Title 10, Chapter 4 of the Code of Ordinances Regarding General Provisions. This was seconded by Councilor Moffatt and carried unanimously on a roll call vote. Discussion/Action Item A. Resolution No. 051121B — A Resolution Rejecting the 2021 Sanitary Sewer Cleaning and Lining Project Bids The sewer lining project bids came in higher than anticipated this spring. The difference was in the lining materials, as their production was impacted by the Texas storms. Recent bidding shows the costs have come down. Staff recommends rejecting the bids received in April and having the city engineer rebid the project. Councilor Moffatt made a motion to adopt Resolution No. 051121B A Resolution Rejecting the 2021 Sanitary Sewer Cleaning and Lining Project Bids. This was seconded by Councilor Pulford and carried unanimously on a roll call vote. B Zoning Ordinance Update Proposal from Swanson Haskamp Consulting Jennifer Haskamp of Swanson Haskamp Consulting prepared a proposal for updating the City's zoning ordinance. Administrator Butkowski answered questions regarding how the cost would be budgeted for. Councilor Pulford made a motion to approve the proposal from Swanson Haskamp Consulting. This was seconded by Councilor Moffatt and carried unanimously on a roll call vote. Additional Items A Legislative Updates Councilor Dains said he recently spoke with State Senator Marty and Police Chief Mangseth about drag racing on 280. Unfortunately, there are no bills this session that would stiffen penalties for racers. Dains mention the ongoing conversation with Representative Hausman regarding the housing bill that would negatively impact cities' local control over land use regulations relating to density and planned unit developments. Set Agenda for Next Meeting The May 25 council meeting may include an update on the public works management software and awarding of the seal coating project. Work Session A. Community Development Update Butkowski stated that the new riding lawn mower was delivered today. Butkowski met with the Roseville engineer regarding possible route changes to Highway 280 in anticipation of a meeting with Mn/DOT at the end of the month. Roseville may be interested in providing snow plowing services for Lauderdale when our agreement with Ramsey County ends. Staff are working with the city attorney on a waiver process for non -zoning related requests. The video created by CTV regarding Seminary Pond will be released soon. B. Opportunity for the Public to Address the City Council Mayor Gaasch opened up the floor to anyone in attendance interested in addressing the Council. Heather Brian, 1778 Eustis Street, hosted a community pickup event on Earth Day. She noted they collected trash from 1795 Eustis Street and there is debris from broken windows there. Erik Biever, 1803 Lake Street, inquired on whether blocking turns onto Broadway would curb some of the drag racing issues on Highway 280. Josh Dirksen, 1815 Lake Street, asked for more information regarding the upkeep efforts at 1795 Eustis Street. There being no others interested in speaking, Mayor Gaasch closed the floor. Adjournment Councilor Pulford moved and seconded by Councilor Moffatt to adjourn the meeting at 8:05 p.m. Motion carried unanimously on a roll call vote.
