Councilor absent: Andi Moffatt. Staff present: Heather Butkowski, City Administrator; Jim Bownik, Assistant to the City Administrator and Miles Cline, Deputy City Clerk. Approvals Mayor Gaasch asked if there were any additions or corrections to the meeting agenda. There being none, Councilor Grove moved and seconded by Councilor Dains to approve the agenda. Motion carried unanimously on a roll call vote. Mayor Gaasch asked if there were any corrections to the December 14, 2021 City Council meeting minutes. There being none, Councilor Pulford moved and seconded by Counciloi Dains to approve the minutes of the December 14, 2021 City Council meeting. Motion carried unanimously on a roll call vote. Mayor Gaasch asked if there were any questions on the claims. There being none, Councilor Dains moved and seconded by Councilor Grove to approve the claims totaling $296,096.07. Motion carried unanimously on a roll call vote. Consent Councilor Grove moved and seconded by Councilor Pulford to approve the Consent Agenda thereby approving Resolution No. 011122A — Designating Official Depository and Investment Institutions. Informational Presentations/Reports A. City Council Updates Counciloi Dains stated that he attended a Mississippi Watershed Management Organization (MWMO) meeting on January 11 where Doug Snyder, Executive Director of the MWMO, announced that he will retire in March. Kevin Reich will be the interim director while they search for a permanent hire. Councilor Pulford shared that he is the treasury -secretary of the North Suburban Communications Commission. They are searching for a new director, with Dale Irving serving as the interim director. Mayor Gaasch spoke about the Regional Council of Mayors meeting on policing and public safety with Hennepin County attorney Mike Freeman and Ramsey County attorney John Choi. Public Hearings A. Ordinance No. 22-01 Repealing Title 9, Chapter 5 of the Code of Ordinances Regarding HVAC and Gas Pipe Installation Licensing Requirements The City has an ordinance requiring that mechanical contractors qualify for a city license before being able to work here. This was adopted because the State of Minnesota does not have a licensing program. Some cities license contractors, while others do not. The new building official does not find the city license requirement necessary since mechanical contractors are bonded by the State of Minnesota. He feels that is assurance enough that a business is legitimate. The city attorney drafted language that would repeal the ordinance that established the licensing progiam. Mayor Gaasch opened up the floor at 7:11 p.m. to anyone in attendance interested in addressing the Council on this topic. There being no one interested in speaking, Mayor Gaasch closed the floor at 7:12 p.m. Councilor Grove made a motion to adopt Ordinance No. 22-01—Repealing Title 9, Chapter 5 of the Code of Ordinances Regaiding HVAC and Gas Pipe Installation Licensing Requiiements. This was seconded by Councilor Pulford and carried unanimously on a roll call vote. Discussion/Action Item A. Resolution No. 011122B – Declaring a Climate hmergency in Lauderdale Minnesota Mayor Gaasch is actively involved in the Minnesota Collaboration Climate Group. The mission of the group is to bring climate issues before city councils throughout the state. Mayor Gaasch made a presentation to the Council on behalf of the Minnesota Collaboration Climate Group and asked them to support a resolution. They discussed the draft iesolution and asked staff to add additional content for the next meeting. B. 2022 City Council Meeting Schedule The City Council sets its meeting schedule at the first meeting of the year. The proposal is to continue meeting the second and fourth Tuesdays of the month. Holidays do not conflict with the proposed meeting schedule but the piimary election in August does. A date for the August 9 meeting may be set during the meeting or at a later date. In the absence of Councilor Moffatt, the Council chose to wait for her return before finalizing the schedule. C. 2022 Committee Appointments and Assignments The Council determines committee assignments and makes othei designations at the first meeting of the year. Staff added the appointment of Andy Schreder and Rum River Construction Consultants as the City's building official. The Council decided to finalize appointments at the next meeting. Community Development Update Butkowski stated that Gaspane Pond dredging would begin soon. There is a meeting scheduled with the apartment managers to discuss clime in the City. Dave Hinrichs officially retired on Decembei 31, and Tom Douvier started on January 4. Butkowksi attended a meeting hosted by New Brighton last week to discuss way beyond policing to address the metro wide increase in crime. The federal final guidance on the ARPA funds will allow cities to consider it lost revenue and the money can be spent for general government purposes. Real Estate Equities was awarded state tax credits and bonding authority so the 1795 Eustis Street project will move forward. B Opportunity for the Public to Address the City Council Mayor Gaasch opened up the floor to anyone in attendance interested in addressing the Council. There being no one interested in speaking, Mayor Gaasch closed the floor. Adjournment Councilor Pulford moved and seconded by Councilor Dains to adjourn the meeting at 7:55 p.m. Motion carried unanimously. RESOLUTION NO. 012522A CITY OF LAUDERDALE COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION DECLARING A CLIMATE EMERGENCY IN LAUDERDALE, MINNESOTA WHEREAS, the city of Lauderdale has just this past year experienced numerous climate change related impacts including a record June heat wave, dangerous air quality from drought -fueled forest fires where even healthy people were encouraged to remain inside, and water restrictions from the same drought, making it clear that the climate crisis is not only a future issue — it is affecting us here and now; WHEREAS, extreme weather will create new challenges for the city of Lauderdale's infrastructure and finances and will pose a threat to the economic vitality of our residents and businesses; WHEREAS, the greatest burden from an inadequate response to the climate crisis will be felt by historically marginalized or underserved communities as well as the youngest generation, including the children and grandchildren of the city of Lauderdale; WHEREAS, in Minnesota, the ten warmest and wettest years ever recorded have all occurred since 1998, warming surface waters are leading to a significant loss of fish habitat for many prominent species as well as increasing the risk of harmful algae blooms, forests are changing as native northern species are strained by warming temperatures, crops are stressed by cycles of drought and floods, home insurance rates are rising far faster than the national average from an average of $368 in 1998 to $1348 in 2015, and faster warming winters are leading to new pests as well as shorter winter recreation seasons; WHEREAS, the bi-partisan Next Generation hnergy Act, passed by the Minnesota State Legislature and signed by then Governor Tim Pawlenty in 2007, committed our State to achieving to an 80% reduction in greenhouse gas (GHG) emissions by 2050 and with interim goals of 15% and 30% below 2005 GHG emissions levels by 2015 and 2025, respectively, with cities being key drivels of achieving these goals; WHEREAS, our State did not meet its 2015 goal, and is not yet on track to reach our future targets; WHEREAS, in April 2016 world leaders from 175 countries, including the United States, recognized the threat of chmate change and the urgent need to combat it by signing the Paris Agreement, agreeing to "pursue efforts to limit the temperature increase to 1.5 degrees Celsius"; WHEREAS, we have already reached a temperature increase of nearly 1.1 degrees Celsius (nearly 2 degrees Fahrenheit) as compared to pre -industrial times and the death and destruction aheady wrought by this level of global warming demonstrate that the Faith is already too hot for safety and justice, as attested by increased and intensifying wildfires, floods, rising seas, diseases, droughts, and extreme weather; WHEREAS, in August 2021 the Intergovernmental Panel on Climate Change (IPCC), the United Nations body responsible for assessing the science related to climate change, released a report that stated `It is unequivocal that human influence has warmed the atmosphere and land," and that "Human influence has warmed the climate at a sate that is unprecedented in at least the last 2000 years," and 'with every additional increment of global warming, changes in extremes continue to become larger"; WHEREAS, recent scientific research indicates that to achieve the goal of limiting temperature increase to 1.5 degrees Celsius, carbon emissions must be halved by 2030 and reach net zero global emissions by 2050; WHEREAS, a transition to a clean energy economy, if not carefully planned, would have a disruptive effect on impact on the livelihoods of many in our community while a well-planned transition may provide expanded job opportunities for local residents; WHEREAS, 2,012 jurisdictions in 34 countries including Minnesota leaders Duluth, Minneapolis, and Crystal Bay Township, have already declared climate emergencies in order to focus attention on the need for rapid action to address climate change; NOW, THEREFORE, BE IT RESOLVED, that the city of Lauderdale declares that a climate emergency threatens our city, region, state, nation, humanity and the natural world. BE IT FURTHER RESOLVED, the city of Lauderdale commits to working for must transition and climate emergency mobilization effort and will implement GreenStep Cities best practices related to energy, climate actions, climate adaptation and resilience and fund invasive species removal habitat restoration, and the preservation of pollinator habitat The City will identify projects to take advantage of state and federal climate action funding opportunities. BE IT FURTHER RESOLVED, the city of Lauderdale supports residents and businesses in their efforts to fight climate change. This includes but is not limited to supporting iaingarden, solar panels, pollinator license applications, invasive species removal and habitat restoration. BE IT FURTHER RESOLVED, the city of Lauderdale calls on the Minnesota legislature and executive branch to immediately and aggressively support cities of all sizes around Minnesota to both mitigate and adapt to the effects of climate change including providing funding and resources for the development and implementation of climate action plans. BE IT FURTHER RESOLVED, the city of Lauderdale calls on the federal government to immediately commit resources to support the climate mitigation and adaptation efforts of cities large and small, to invest in the infiastructure needed for a sustainable future, to ensure that investment is at the scale needed, and to provide the necessary global leadership to keep global warming to 1.5 degrees Celsius (2.7 degrees Fahrenheit). Metro Cities: Metro Cities represents the interests of member cities in the seven county metropolitan area, primarily representing cities before the Metropolitan Council and at the Capitol. The primary duty of the appointee is to vote on the City's behalf at the annual meeting. Mississippi Water Management Organization (MWMO): The City is one member of a joint powers board that manages and monitors the storm water quality in the Middle Mississippi Watershed area. The MWMO covers the southwest part of the city (south of Larpenteur Avenue and west of Fustis Street). North Suburban Cable Commission (NSCC): The City is one of nine northern suburbs that jointly administer cable franchise agreements with Comcast and CenturyLink The commission also oversees the operation of the local access stations and the institutional network. The board meets the first Thursday evening of each month at the cable commission office in Roseville. Northeast Youth and Family Services (NYFS) The City became a member in 2022. The Board traditionally meets on the fourth Thursday of the month from 7:30-9:OOAM The Board skips August and combines the November and December meetings for a total of ten meetings a year. Police Liaison: The police liaison meets with the St. Anthony Police Chief as needed. Ramsey County League of Local Governments (RCLLG): Ramsey County cities, school districts, and special districts meet monthly to network and learn through common issues. Meetings are held in the evening on the third Thursday of the month at alternating locations in Ramsey County. teach meeting is organized around a topic or trainer. Suburban Rate Authority (SRA): The Suburban Rate Authority consists of metro communities in a joint powers arrangement that collectively work together to represent municipal interests in dealings with public utility providers like Xcel hnergy and CenterPoint hnergy. The group also provides a voice for rate payers when the Public Utilities Commission and utility providers negotiate rate increases and service changes. The committee meets quarterly (third Wednesday) at member city locations.
