Call to Order
Mayor Gaasch called the Regular City Council meeting to order at 7:06 p.m.
Roll Call
Councilors present: Duane Pulfoid, Andi Moffatt, and Mayor Mary Gaasch.
Councilors absent Jeff Dains and Roxanne Glove.
Staff present: Heather Butkowski, City Administrator; Jim Bownik, Assistant to the City
Administrator; and Miles Cline, Deputy City Clerk.
Approvals
Mayor Gaasch asked if there were any additions or corrections to the meeting agenda. There
being none, Councilor Moffatt moved and seconded by Councilor Pulford to approve the agenda.
Motion carried unanimously on a roll call vote.
Mayor Gaasch asked if there were any corrections to the January 25, 2022 City Council meeting
minutes. There being none, Councilor Pulford moved and seconded by Councilor Moffatt to
approve the minutes of the January 25, 2022 City Council meeting. Motion carried unanimously
on a roll call vote.
Mayor Gaasch asked if there were any questions on the claims. There being none, Councilor
Moffatt moved and seconded by Councilor Pulford to approve the claims totaling $128,595.70.
Motion carried unanimously on a roll call vote.
Informational Presentations/Reports
A. City Council Updates
Mayor Gaasch shared that Ramsey County is rolling out a new food scraps pick-up program later
this year and into 2023. The County is seeking trial participants that would be compensated with
Visa gift cards for taking part in the study. Gaasch also said she attended the League of
Minnesota Cities Fixperienced City Officials conference in Plymouth last week.
Council Member Dains joined the meeting.
Discussion/Action Item
A. 1795 Eustis Street Development I Tpdate
Real testate Kquities (REF) recently was awarded affordable housing tax credits for 1795 hustis
Street. Butkowski said that the consulting city planner, Jennifer Haskamp, prepared a memo
updating the Council on the status of RER's planned unit development (PUD) and alley vacation
applications, which were submitted in November 2020. Haskamp explains in the memo the
process for REE to move their land use applications forward by the end of March.

Stacie Kvilvang from hhlers' and Associates provided an update on the financial elements of the
deal including the process to get the tax increment, development, and purchase agreements
completed. Kvilvang is reviewing their proposal to determine the minimum amount of TIF
assistance needed to make the project financially feasible. Haskamp and Kvilvang will attend
upcoming meetings to review final drafts of land use, tax increment, development, and purchase
agreements with the city council.
Set Agenda for Next Meeting
The next council meeting will include the January financial report a 1795 Eustis Street
development update, a resolution regarding the American Rescue Plan funds, and a resolution of
support for local land use planning authority.

B utkowski said the dredging of Gasparre Pond was completed last week.
B Opportunity for the Public to Address the City Council
Mayor Gaasch opened the floor to anyone in attendance interested in addressing the Council.
There being no one interested in speaking, Mayor Gaasch closed the floor.
Adjournment
Councilor Dains moved and seconded by Councilor Moffatt to adjourn the meeting at 7:40 p.m.
Motion carried unanimously.
