Call to Order
Mayor Gaasch called the Regular City Council meeting to order at 7:06 p.m.
Roll Call
Councilors present: Duane Pulford, Andi Moffatt, and Mayor Mary Gaasch.
Councilors absent Jeff Dains and Roxanne Grove.
Staff present: Heather Butkowski, City Administrator; Jim Bownik, Assistant to the City
Administrator and Miles Cline, Deputy City Clerk.
Approvals
Mayor Gaasch asked if there were any additions or corrections to the meeting agenda. There
being none, Councilor Moffatt moved and seconded by Councilor Pulford to approve the agenda
Motion carried unanimously on a roll call vote.
Mayor Gaasch asked if there were any corrections to the January 25, 2022 City Council meeting
minutes. There being none, Councilor Pulford moved and seconded by Councilor Moffatt to
approve the minutes of the January 25, 2022 City Council meeting. Motion carried unanimously
on a roll call vote.
Mayoi Gaasch asked if there were any questions on the claims. There being none, Councilor
Moffatt moved and seconded by Councilor Pulford to approve the claims totaling $128,595.70.
Motion carried unanimously on a roll call vote.
Informational Presentations/Reports
A. City Council Updates
Mayor Gaasch shared that Ramsey County is rolling out a new food scraps pick-up program later
this year and into 2023. The County is seeking trial participants that would be compensated with
Visa gift cards for taking part in the study. Gaasch also said she attended the League of
Minnesota Cities h xperienced City Officials conference in Plymouth last week.
Council Member Dains joined the meeting.
Discussion/Action Item
A. 1795 Eustis Street Development Update
Real testate Equities (REE) recently was awarded affordable housing tax credits for 1795 hustis
Street. Butkowski said that the consulting city planner, Jennifer Haskamp, prepared a memo
updating the Council on the status of REh's planned unit development (PUD) and alley vacation
applications, which were submitted in November 2020. Haskamp explains in the memo the
process for REE to move their land use applications forward by the end of March.

Stacie Kvilvang from hhlers' and Associates provided an update on the financial elements of the
deal including the process to get the tax increment, development, and purchase agreements
completed. Kvilvang is reviewing their proposal to determine the minimum amount of TIF
assistance needed to make the project financially feasible. Haskamp and Kvilvang will attend
upcoming meetings to review final drafts of land use, tax increment, development, and purchase
agreements with the city council.
Set Agenda for Next Meeting
The next council meeting will include the January financial report a 1795 Eustis Street
development update, a resolution regarding the American Rescue Plan funds, and a resolution of
support for local land use planning authority.
Work Session
A. Community Development Update
Butkowski said the dredging of Gasparre Pond was completed last week.
B Opportunity for the Public to Address the City Council
Mayor Gaasch opened the floor to anyone in attendance interested in addressing the Council.
There being no one interested in speaking, Mayor Gaasch closed the floor.
Adjournment
Councilor Dains moved and seconded by Councilor Moffatt to adjourn the meeting at 7:40 p.m.

credit application process, Real Estate b quities (REE) received an award to build affordable
senior housing at 1795 Eustis Street. Things are moving full steam ahead but it was un-
known whether or not all of the planning and financial documents would be ieady for coun-
cil review on February 22 or March 8. It is going to be March 8 as the underwriting is still
underway. This means final approvals are slated for March 22 Let staff know during the

The past two years we have been discussing bills in the state legislature that would curb lo-
cal land use controls especially the use of planned unit developments (PUD) In some cir-
cles, PUDs have gotten a bad name because some developers argue they cause them head-
aches, additional costs, and slow down piojects However, these "headaches" are the result
of cities asserting controls that are to the benefit of the community and residents that live
around developments. The legislative bills favor setting standards for the whole state
rural, urban, and suburban. Inherently, this does not make sense as our land use patterns
aren't the same (lot size, access to sewer demo costs, access to roads etc.) The goal of the
League of Minnesota Cities, Metro Cities and the Association of Small Cities is to keep de-
cision making in the city affected by the development instead of favoring a one -size -fits -all
approach.

A RESOLUTION SUPPORTING HOUSING AND
LOCAL DECISION-MAKING AUTHORITY
WHEREAS, local elected decision-makeis are in the best position to determine the health,
safety, and welfare regulations that serve the unique needs of their constituents; and
WHEREAS, zoning regulation is an important planning tool that benefits communities
economically and socially, improves health and wellness, and helps conserve the
environment; and
WHEREAS, local zoning regulation allows communities to plan for the use of land
transparently, involving residents through public engagement; and
WHEREAS, cities across the state are keenly aware of the distinct housing challenges
facing their communities and they target those local housing challenges with available
tools; and
WHEREAS, multiple bills restricting local decision-making related to housing have been
introduced in the 2021-2022 biennium.
NOW, THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
LAUDERDALE that this Council supports local decision-making authority and opposes
legislation that restricts the ability for local elected officials to respond to the needs of their
communities.
LET IT ALSO BE RESOLVED that this Council supports housing policy that advances
solutions to support full housing spectrum solutions local innovation incentives instead of
mandates, and community -specific solutions throughout Minnesota.

RESOLUTION REESTABLISHING PRECINCT BOUNDARIES
WHEREAS, the legislature of the State of Minnesota has been redistricted; and
WHEREAS, Minnesota Statutes section 204B.14, subd 3(d) requires that each precinct
boundary must be reestablished within 60 days of when the legislature has been redistricted or
at least 19 weeks before the state primary election, whichever comes first; and
WHEREAS, the changes in the legislative district boundaries will not require any
adjustments to the City's existing precinct boundaries.
NOW, THEREFORE BE IT RESOLVED, the City Council of the City of Lauderdale,

The final American Rescue Plan Act (ARPA) guidance came out the first week of January.
Much to our surprise, they are allowing cities to allocate up to $10 million dollars of their
gi ant to lost revenue due to the pandemic. The City of Lauderdale received well under that
amount with an allocation of $275,500. This means the City can use it for the provision of
general government services with less reporting. As discussed, the funds will be used to up-
date the council chamber technology but no decisions have been made beyond that. Theie is
no hurry to spend the funds The city council can consider options when budgeting for 2023
and 2024

A RESOLUTION TO ELECT THE STANDARD ALLOWANCE
AVAILABLE UNDER THE REVENUE LOSS PROVISION OF THE
CORONAVIRUS LOCAL FISCAL RECOVERY FUND
ESTABLISHED UNDER THE AMERICAN RESCUE PLAN ACT
WHEREAS, Congress adopted the American Rescue Plan Act in March 2021 ("ARPA") which
included $65 billion in recovery funds for cities across the country.
WHEREAS, ARPA funds are intended to provide support to state, local, and tribal governments
in responding to the impact of COVID-19 and in their efforts to contain COVID-19 in their
communities, residents and businesses.
WHEREAS, The Fiscal Recovery Funds provides for $19.53 billion in payments to be made to
States and territories which will distribute the funds to nonentitlement units of local government
(NEUs).
WHEREAS, The ARPA requires that States and territories allocate funding to NEUs in an
amount that bears the same proportion as the population of the NEU bears to the total population
of all NFUs in the State or territory.
WHEREAS, $275,500.52 has been allocated to the City of Lauderdale ("City") pursuant to the
ARPA.
WHEREAS, The Coronavirus State and Local Fiscal Recovery Funds ensures that governments
have the resources needed to fight the pandemic and support families and businesses struggling
with its public health and economic impacts, maintain vital public services, even amid declines
in revenue, and build a strong, resilient and equitable recovery by making investments that
support long-term growth and opportunity.
WHEREAS, In May 2021, the US Department of Treasury ("Treasury") published the Interim
Final Rule describing eligible and ineligible uses of funds as well as other program provisions,
sought feedback from the public on these program rules, and began to distribute funds
WHEREAS, on January 6, 2022 Treasury issued the final rule. The final rule delivers broader
flexibility and greater simplicity in the program, responsive to feedback in the comment process.
WHEREAS, the final rule offers a standard allowance for revenue loss of up to $10 million,
allowing recipients to select between a standard amount of revenue loss or complete a full
revenue loss calculation.
WHEREAS, recipients that select the standard allowance may use that amount, in many cases
their full award, for government services, with streamlined reporting requirements.
NOW THEREFORE, BE IT RESOLVED, by the city council of the City of Lauderdale,
Minnesota, the City elects the standard allowance available under the revenue loss
provision of the American Rescue Plan Act in the amount of $275,500.52 to be used for the
general provision of government services.
