the public attending the meeting, this portion of the meeting will be limited to fifteen (15) minutes.

Council determines that additional time on a specific issue is warranted, then discussion on that issue
shall be continued at the end of the agenda. Before addressing the City Council, members of the public
are asked to step up to the microphone, give their name, address, and state the subject to be discussed.
All remarks shall be addressed to the Council as a whole and not to any member thereof. No person
other than members of the Council and the person having the floor shall be permitted to enter any
discussion without permission of the presiding officer.

CaII to Order
Mayor Gaasch called the Regular City Council meeting to order at 7:02 p.m.
Roll Call
Councilors present: Andi Moffatt, Duane Pulford, Jeff Dains, Roxanne Grove, and Mayor Mary
Gaasch.
Councilors absent: None.
Staff present: Heather Butkowski, City Administrator; Jim Bownik, Assistant to the City
Administrator; and Miles Cline, Deputy City Clerk.
Approvals
Mayor Gaasch asked if there were any additions to the meeting agenda. There being none,
Councilor Dains moved and seconded by Counciloi Pulford to approve the agenda. Motion
carried unanimously.
Mayor Gaasch asked if there were any corrections to the minutes of the October 11, 2022 city
council meeting. There being none, Councilor Moffatt moved and seconded by Councilor Grove
to approve the minutes of the October 11, 2022 city council meeting. Motion carried
unanimously.
Mayor Gaasch asked if there were any questions on the claims. There being none, Councilor
Pulford moved and seconded by Councilor Grove to approve the claims totaling $84,846.40.
Motion carried unanimously.
Consent
Councilor Grove moved and seconded by Councilor Pulford to approve the Consent Agenda
thereby acknowledging the September financial report and approving the Larpenteur Avenue
snow removal agreement with 8th Day Landscaping.
Informational Presentations/Reports
A. Halloween b vent
Assistant to the City Administrator Bownik shared a Halloween update. On Halloween night,
candy and beverages will be available from 5-6 p.m. at City Hall. The City's event will
compliment other festivities hosted by residents. Residents that register with City Hall will be
added to the Lauderdale website to help patents plan for the night. Volunteers are still needed to
decorate and set-up at City Hall during the morning and afternoon of October 31.

B . City Council Updates
Mayor Gaasch shared that the League of Minnesota Cities Board of Directors adopted the policy
recommendation prepared by committees. These policies provide the basis for the League's
requests to the state legislature for the upcoming session.
P ublic Hearings
A. Speed Limits on Residential City Streets
A month ago, the City Council began discussing its authority to change residential speed limits.
Speeds can be reduced from 30 to 25 mph by resolution, and seduced from 30 to 20 mph, if
warranted, based on a speed study. Now that city councils can change residential speed limits,
the Council invited residents to provide feedback via a public hearing on the topic.
Mayor Gaasch opened the floor to those in attendance interested in addressing the Council on
this issue.
Chris Bower, 1639 Rosehill Circle, advocated for a 20 -mph speed limit for a couple of reasons:
20 mph is the recommendation of the National Association of City Transportation Officials for
minor streets with traffic counts of less than 6,000 cars per day; neighboring cities Minneapolis,
St. Paul, and Falcon Heights moved to 20 mph; and the lack of sidewalks in Laudeidale.
Robert Holthaus, 1631 Carl Street, inquired whether data existed to support the speed reduction.
After discussing, the Council directed staff to prepare the resolution to change the speeds to 25
mph and bring back an engineering proposal for a traffic study to assess moving to 20 mph.
D iscussion/Action Item
A. Resolution No. 102522A — Supporting Membership within the Carbon Free Future Minnesota
Coalition
Xcel Energy, along with other utilities, are piomoting their efforts to achieve carbon free energy
by 2050. Part of this effort is asking likeminded businesses, government agencies, civic groups,
and individuals to joint their Carbon Free Future Minnesota Coalition.
After discussion, the Council decided more information was needed to decide on whether or not
to participate in the coalition. Staff will request Xcel Energy staff present at a futuie meeting.

B . Community Park Retaining Wall Replacement Estimate
B utkowski said finding a solution to fix the retaining wall at Community Park has been a
challenge. Staff spoke with a few contractors with the intention of replacing the top row of caps.
All of them warned against it because the condition of the other layers was poor and crumbling.
Those contractors verbally estimated $40,000-$50,000 to replace the wall.

Staff began talking to Matt Villella, a Lauderdale resident who owns a landscaping/ concrete
company. He worked with staff to find a cost-effective replacement option. If approved, he plans
to do the work this fall after his cement work is done for the season. Villella is offering a
reasonable price compared to everything else we have found, and staff recommend approving the
contract with the payment terms.
Councilor Moffatt made a motion to approve the estimate from Select Concrete Services for the
replacement of the retaining wall at Community Paik. This was seconded by Councilor Dains
and carried unanimously.
Set Agenda for Next Meeting
B utkowski stated that the November 15 council meeting might include canvassing of the 2022
election results, the quarterly investment report, the 2023 special/debt/capital improvement/
enterprise funds, a resolution for the 2023 election polling places, speed limit reduction options,
and an update on the Carbon Free Future Minnesota Coalition.
Work Session
A. Community Development Update
B utkowski shared that the City and St. Anthony are still searching to fill the forestry core
position. She also said that absentee voting is ongoing at City Hall, and a timeframe for
construction at 1795 Eustis Street has been put on the City's website.
B Opportunity for the Public to Address the City Council
Mayor Gaasch opened the floor to those in attendance interested in addressing the Council.
Robert Holthaus, 1631 Eustis Street, mentioned some ideas to expand visibility for the houses
participating in handing out treats on Halloween.
There being nobody else interested in speaking, Mayor Gaasch closed the floor.

Councilor Dains moved and seconded by Councilor Pulford to adjourn the meeting at 7:48 p.m.

DESCRIPTION OF ISSUE AND PAST COUNCIL ACTION:
In 1989, the Minnesota Legislature adopted comprehensive waste reduction and
recycling legislation based on the recommendations of the Governor's Select
Committee on Recycling and the Environment. This set of laws, commonly referred to
as SCORE, is a part of Minnesota's Waste Management Act. The SCORE legislation
has provided counties with a funding source to develop effective waste reduction,
recycling and solid waste management programs.
SCORE funding grants are automatically provided to municipalities in Ramsey County
on an annual basis with submittal of a grant application Lauderdale received $6,118
to help cover expenses related to the City s recycling program such as administration,
promotion, equipment, and collection. Lauderdale is eligible to receive $6,118 again in
2023.
A resolution is required as part of the grant application. Adopting the attached
resolution means the city accepts the funding. A grant agreement should be ready for
signing in November.
OPTIONS:
• Adopt the resolution as part of the consent agenda.
• Remove from the consent agenda for discussion and action.

STATE OF MINNESOTA
A RESOLUTION ACCEPTING 2023 SCORE FUNDING FROM RAMSEY
COUNTY FOR THE LAUDERDALE RECYCLING PROGRAM
WHEREAS, SCORE Funding Giants are available to municipalities in Ramsey
County for reimbursement of expenses related to administration, promotion, and
collection of, recycling materials; and,
WHEREAS, the City of Lauderdale has a comprehensive curbside residential
recycling program currently in use; and,
WHEREAS, these funds will provide Lauderdale with a method of paying for
some incurred costs related to the administration of this program and collection of
materials, thus aiding in keeping the cost to the residents low;
NOW THEREFORE, BE IT RESOLVED that the Lauderdale City Council
does hereby authorize staff to submit an application to the St. Paul - Ramsey County
Department of Public Health - Environmental Health Section for allocation of 2023
SCORE Funding Grant Monies.

The legislature requires all municipalities to designate their polling place locations for an
upcoming election year by Decembei 31 of the previous year. The law permits changing
polling place locations in the year of the election if the polling place authorized by the
Lauderdale City Council becomes unavailable for use.

RESOLUTION DESIGNATING POLLING PLACES
FOR 2023 ELECTIONS
WHEREAS, Minnesota Statutes 204B.16, subd. 1 requires the City Council, by ordinance or
resolution, to designate polling places for the upcoming year and
WHEREAS, changes to the polling place locations may be made at least 90 days before the
next election if one or more of the authorized polling places becomes unavailable for use; and
WHEREAS, changes to the polling place locations may be made in the case of an emergency
when it is necessary to ensure a safe and secure location for voting.
NOW, THEREFORE, BE IT RESOLVED, that the Lauderdale City Council hereby designates
the following polling place for elections conducted in the City in 2023:

Lauderdale, MN 55113
AND, BE IT FURTHER RESOLVED, that the City Cleik is hereby authorized to designate a
replacement which meets the requirements of the Minnesota Fi,lection Law for any polling place

AND, BE IT FURTHER RESOLVED, that the City Clerk is directed to send a copy of this
resolution to the Ramsey County Flections Office.

than 60% of the investment portfolio, or $2,000,000 (whichever is less) shall be invested
with any one investment company. No investments shall be made with a term over ten
years unless with prior approval from the City Council.

1-5 Years are made up of certificate of deposit and US Government Instrumentality
Securities.
6-10 Years are US Government Instrumentality Securities.
11-15 Years are US Government Instrumentality Securities.
15+ Years are US Government Instrumentality Securities and bonds.
US Government Instrumentality Securities are financial intermediaries established by
the federal government to fund loans to certain groups of borrowers, such as
homeowners, farmers and students. Most active issuers are Federal Home Loan Bank,
Federal National Mortgage Association (Fannie Mae) and Tennessee Valley Authority.
Maturities range from three months to 30 years with fixed interest rates.

What a difference one quarter has made. The previous CDs purchased at the end of
2021 paid under 100 basis points (1.0%) for a three-year term. The proceeds from the
sale of 1795 Eustis Street this quarter allowed staff to invest in a couple of new
investments. CDs and federal agency securities purchased this quarter yield well over
4.0% on a one-year term. Staff plan to reinvest in better yielding investments as CDs
mature. However, the City will continue to hold some lower yielding investments until
they mature in 2023 and 2024. Investments in blue matured this quarter. Investments
in red were recently purchased.

INTEREST EARNINGS
The following chart shows the interest earnings since 2005 with 2007 being our best
year with earnings of $161,884. Investment interest earned through 2021 totaled
$19,900.76. Investment interest through third quarter 2022 totaled $16,206.98.

DESCRIPTION OF ISSUE AND PAST COUNCIL ACTION:
Per Minnesota Statutes section 205.185, the governing body of a city shall act as the can-
vassing board, canvas the returns, and declare the results of the election within three to ten
days after a general election Ramsey County election staff prepared the abstract included
with the following resolution for adoption.
STAFF RECOMMENDATION:
Motion to adopt Resolution 111522C—A Resolution Certifying the Election Returns of the
November 8 2022, General Municipal Election.

STATE OF MINNESOTA
RESOLUTION CERTIFYING THE ELECTION RETURNS
OF THE NOVEMBER 8, 2022, GENERAL MUNICIPAL ELECTION
WHEREAS, the City of Lauderdale and Ramsey County election officials have tabulated
the votes in Precinct I for Mayor for a term of two years and two Council members for a
term of four years effective January 1, 2023.
WHEREAS, the results have been compiled and are presented in the Abstract of Votes
Cast In the Precincts of the City of Lauderdale, State of Minnesota, at the State General
Election Held Tuesday November 8, 2022 which have been made part of this resolution.
WHEREAS, the write-in votes also have been tabulated and made a part of this
resolution.
NOW THEREFORE, BE IT RESOLVED by the Canvassing Board that
Mary Gaasch is duly declared elected to the Office of Mayor for a term of two years
beginning January 1, 2023, and that Sharon F. Kelly and Evan Sayre are duly declared
elected to the Office of City Council for a term of four years beginning January 1, 2023.
BE IT ALSO RESOLVED, that the City Clerk is directed to certify the election returns
to the Ramsey County Auditor.
Adopted by the City Council of the city of Lauderdale this 15th day of November, 2022.

N ach year the city must submit a resolution to Ramsey County certifying special assess-
ments for the year This year the City has one special assessments for unpaid tree removal
services. Prior to adopting the resolution, the City Council shall hold a public hearing in the
event the owner or their representative would like to contest the special assessment.

STATE OF MINNESOTA
A RESOLUTION ADOPTING AND CERTIFYING LIENS
FOR DELINQUENT UTILITIES AND UNPAID SERVICES
WHEREAS, pursuant to proper notice, the City Council has met, heard, and passed upon all
objections to the proposed liens for unpaid charges for delinquent utility bills and unpaid service
charges; and
WHEREAS, City staff has worked diligently to collect unpaid charges for delinquent bills but
despite such efforts, certain charges remain unpaid.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lauderdale,
Minnesota, as follows:
1. Such proposed liens for unpaid charges, as shown on the copy of the certification
roll attached hereto and made a part hereof as Exhibit "A" are hereby accepted and
shall constitute liens against the lands therein named.
2. Such liens shall be certified to Ramsey County for payment in one installment
with the 2023 property taxes. There shall be no interest, although a $25.00
administration charge is included for each utility account.
3. The City Administrator shall transmit a certified copy of the certification
roll to the Ramsey County Auditor prior to November 30, 2022, to be
extended on the property tax list of Ramsey County for the parcels
identified therein and such liens shall be certified to and be collected and
paid ovet in the same manner as property taxes due and payable in the
year 2023.
Adopted by the City Council of the City of Lauderdale on this 15th day of November, 2022.
