HomeMy WebLinkAbout01/24/2023LAUDFRDALE CITY COUNCIL MEETING MINUTFS Lauderdale City Hall 1891 Walnut Street L auderdale, MN 55113 P age 1 of 2 January 24, 2023 Call to Order Mayor Gaasch called the Regular City Council meeting to order at 7:04 p.m. Roll Call Councilors present: Jeff Dains via Zoom, Sharon Kelly, Duane Pulford, hvan Sayre, and Mayor Mary Gaasch. Councilors absent: None. Staff present: Heather Butkowski, City Administrator; Jim Bownik, Assistant to the City Administrator and Miles Cline, Deputy City Clerk. Approvals Mayor Gaasch asked if there were any additions to the meeting agenda. There being none, Councilor Pulford moved and seconded by Councilor Sayre to approve the agenda. Motion carried unanimously. Mayor Gaasch asked if there were corrections to the minutes of the January 10, 2023 city council meeting. There being none, Councilor Sayre moved and seconded by Councilor Pulford to approve the minutes of the January 10, 2023 city council meeting. Motion carried unanimously. Mayor Gaasch asked if there were any questions on the claims. There being none, Councilor Pulford moved and seconded by Councilor Sayre to approve the claims totaling $129,375.43. Motion carried unanimously. Consent Councilor Kelly moved and seconded by Councilor Dains to approve the Consent Agenda thereby acknowledging the December Financial Report. Motion carried unanimously. Informational Presentations/Reports A. Metropolitan Council Representative Peter Lindstrom Peter Lindstrom, the City s Metropolitan Council (MC) representative, updated the City Council on projects and priorities of the MC that affect the region and Lauderdale. One of those items is the creation of a future bus iapid transit line on Como Avenue Lindstrom concluded by fielding questions from City Council members. B . City Council Updates Councilor Kelly shared that she will submit the application to Northeast Youth and Family Services to become the liaison for the City Council. D iscussion/Action Item A. Speed Limit Study Results Presented by Stantec hngineer Adam Capets LAUDERDALE CITY COUNCIL MEETING MINUTES Lauderdale City Hall 1891 Walnut Street Lauderdale, MN 55113 Page 2 of 2 January 24, 2023 The city council asked Stantec, the City's engineering firm, to prepare a speed study to assess appropriate speeds for the residential streets in Lauderdale. Adam Capets joined the meeting via Zoom, and provided an overview of the study. The result was that most residential streets warrant 20 mph speeds but the minor arterials of Eustis Street and Roselawn Avenue can be posted no less than 25 mph. If the council decides to lower speed limits, we would be looking at signage installation this spring. Staff also would get the word out about the change through the usual communication channels. We would discuss an enforcement strategy with the St. Anthony Police Department. Having a mix of 20 mph and 25 mph speed limits requires more signage than originally anticipated. The details of that signage need to be discussed with Ramsey County as most signage will be on county roads. Staff will meet with the Ramsey County traffic engineer to finalize a plan before bringing back the item for final consideration. Set Agenda for Next Meeting Butkowski stated that the February 14 council meeting may include the Ramsey County Public Works Update on the Eustis Street Project, quarterly investment report, union contract, and the city administrator's employment agreement. Work Session A. Community Development Update Butkowski shared that the League of Minnesota Cities will host Day on the Hill on March 9. Staff is scheduling meetings with Representative Leigh Finke and Senator Claire Oumou Verbetten. Council members discussed meeting with Jennifer Haskamp to discuss the zoning ordinance update. B. Opportunity for the Public to Address the City Council Mayor Gaasch opened the floor to those in attendance interested in addressing the Council. There being nobody interested in speaking, Mayor Gaasch closed the floor.
