Call to Order
Mayor Pio Tem Dains called the Regular City Council meeting to order at 7:02 p.m.
Roll Call
Councilors present: Evan Sayre, Sharon Kelly, and Mayor Pro Tem Jeff Dains.
Councilors absent Duane Pulford and Mayor Mary Gaasch.
Staff present: Heather Butkowski, City Administrator; Jim Bownik, Assistant to the City
Administrator• and Miles Cline, Deputy City Clerk.
Approvals
Mayor Pro Tem Dains asked if there were any additions to the meeting agenda. There being
none, Councilor Kelly moved and seconded by Councilor Sayre to approve the agenda. Motion
carried unanimously.
Mayor Pro Tem Dains asked if there were corrections to the minutes of the September 26, 2023
city council meeting. There being none, Councilor Sayre moved and seconded by Councilor
Kelly to approve the minutes of the September 26, 2023 city council meeting. Motion carried
unanimously.
Mayor Pro Tem Dains asked if there were any questions on the claims. There being none,
Councilor Sayre moved and seconded by Councilor Kelly to approve the claims totaling
$118,90597. Motion carried unanimously.
Consent
Councilor Kelly moved and seconded by Councilor Sayre to approve the Consent Agenda
thereby approving Resolution No. 101023A — A Resolution Approving State of Minnesota Joint
Powers Agreements with the City of Lauderdale on Behalf of its City Attorney and Police
D epartment.
Informational Presentations/Reports
A. TH280 Improvements Planned by MNDOT — Presentation by Chris Bower, Metro Area
Engineer
Chris Bower, Metro District North Area Engineer for MNDOT, provided the City Council with
updated plans for TH280. The Roseville public works director and Butkowski met with Bower at
the end of June to discuss potential impacts of the project. Bower s presentation covered the
most pressing issues include a partial closure at TH280 and Broadway Drive and bike /
pedestrian access along the corridor. Construction is expected in 2026.

B . City Council Updates
Councilor Kelly shared that she attended the strategic plan announcement for Northeast Youth
and Family Services.
Set Agenda for Next Meeting
B utkowski stated that the October 24 council meeting might include a September financial
report, a public hearing on the approval of a housing program for a multifamily housing
development and the issuance of revenue obligations known as the AGRA Project to be
constructed in the City of Minneapolis, a long-term planning session with 'Victoria Holthaus of
AFM Financial Solutions, a conditional use permit application for a tenant at 2520 Laipenteur
Avenue, and a tree abatement on Carl Street.
Work Session
A. Community Development Update
Assistant to the City Administiator Bownik updated the Council on plans for Halloween. City
Hall will host a stop foi Halloween this year on Tuesday, October 31 from 5-6 p.m. The event
will be outdoors and feature decorations, candy, refreshments, and other activities.
B utkowski shared that the Council will be taking a tour of the Corval building on Friday,
October 13; the newsletter is in the mail; street sweeping will be happening in the upcoming
weeks; the tree grant application was submitted to the DNR; the Metropolitan Council posted
their grant application foi private sewer line work which staff will complete; and the
Metropolitan Council has funding for public I/I work which staff will submit an application for.
Councilor Sayre asked if there was new about cities abilities to open cannabis stores. Staff said
they were monitoring the idea in other cities.
B Opportunity for the Public to Address the City Council
Mayor Pro Tem Dains opened the floor to those in attendance interested in addressing the
Council. There being nobody interested in speaking, Mayor Pro Tem Dains closed the floor.
Adjournment
Councilor Kelly moved and seconded by Councilor Sayre to adjourn the meeting at 8:03 p.m.
Motion carried unanimously.
