<br />e <br /> <br />e <br /> <br />e <br /> <br />RESOLUTION NO. 99-EDA-105 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />RESOLUTION APPROVING APPLICATION TO MINNESOTA HOUSING FINANCE AGENCY AND <br />METROPOLITAN COUNCIL COMMUNITY REVITALIZATION FUND FOR A GRANT TO ASSIST IN <br />FUNDING THE MOUNDS VIEW HOUSING REPLACEMENT PROGRAM <br /> <br />WHEREAS, the Mounds View Economic Development Authority (EDA) established the <br />Housing Replacement Program (HRP) in 1996 to reduce the social costs of blight, improve residential <br />neighborhoods and increase tax base; and <br /> <br />WHEREAS, to date, the EDA has used tax increment funds for acquisition, demolition and <br />administrative costs associated with the HRP. However, limited funds are currently available to <br />continue the program; and <br /> <br />WHEREAS, there exists a need in the City of Mounds View to provide a program in which <br />residential buildings which have a blighting influence on the neighborhood and community may be <br />acquired for the purposes of redevelopment; and <br /> <br />WHEREAS, a grant from the Minnesota Housing Finance Agency and Metropolitan Council <br />Community Revitalization Fund would provide necessary funding for acquisition and demolition costs <br />to fund the program through the end of the year 2000; and <br /> <br />WHEREAS, projects in which CDBG funds are used would provide safe and quality housing <br />for low-moderate income families. <br /> <br />NOW THEREFORE, BE IT RESOLVED, that the Mounds View Economic Development <br />Authority hereby recommends application to the Minnesota Housing Finance Agency Community <br />Revitalization Fund for a $150,000 grant to assist in funding the Mounds View Housing Replacement <br />Program. <br /> <br />Adopted this 8th day of February, 1999. <br /> <br /> <br />-' <br /> <br />ATTEST: <br /> <br />
