<br />EDA RESOLUTION NO. 05-EDA-198 <br /> <br />. <br /> <br />MOUNDS VIEW ECONOMIC DEVELOPMENT AUTHORITY <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />RESOLUTION AUTHORIZING THE EXPENDITURE TO RLK-KUUSISTO, LTD. FOR <br />ADDITIONAL SERVICES AS OUTLINED ON THE REQUEST FOR DESIGN CHANGE NO.2 <br />ASSOCIATED WITH THE BRIDGES REDEVELOPMENT SITE ALTERNATIVE URBAN <br />AREAWIDE REVIEW (AUAR) <br /> <br />WHEREAS, the Mounds View Economic Development Authority (the "Authority") has <br />directed staff to explore all potential options relating to the Bridges of Mounds View Golf Course <br />(the "Bridges"), including the redevelopment of the course; and <br /> <br />WHEREAS, the Authority has become aware through CRESA Partners of Minneapolis of <br />significant interest in The Bridges for a potential corporate office campus redevelopment and that <br />an environmental assessment process would be needed; and <br /> <br />WHEREAS, the proposed development triggers mandatory assessments as indicated in <br />the Minnesota Environmental Review Rules adopted by the Environmental Quality Board, and. <br />that the Alternative Urban Areawide Review (AUAR) is the most economical and flexible <br />assessment process; and <br /> <br />. <br /> <br />WHEREAS, the Mounds View EDA authorized on September 13, 2004 the selection of <br />RLK-Kuusisto to undertake an AUAR for the Bridges Golf Course Redevelopment Project; and <br /> <br />WHEREAS, the draft AUAR was published on November 17,2004 and that copies were <br />sent to 25 local, regional and state entities for review and comment; and that the Minnesota DNR <br />has requested that the City's Comprehensive Plan be amended to change the land use <br />designation for this property before the AUAR is adopted by the City Council; and; and <br /> <br />WHEREAS, the Mounds View City Council has directed City Staff to continue to proceed <br />with further negotiations with Medtronic and to pursue a course of action consistent with <br />potentially selling The Bridges for redevelopment; and <br /> <br />WHEREAS, the City Staff have requested and obtained an amendment to the RLK <br />contract that would facilitate the comprehensive plan application that will need to be submitted to <br />the Metropolitan Council and for other activities. <br /> <br />NOW, THEREFORE BE IT RESOLVED THAT, the Mounds View Economic Development <br />Authority hereby authorizes the consulting firm of RLK-Kuusisto, Ltd. to undertake additional <br />activities beyond the original scope as outlined in DCN 2, dated January 4,2005, at a cost not to <br />exceed $19855. <br /> <br />. <br />
