<br />. <br /> <br />. <br /> <br />. <br /> <br />EMERGENCY ORDINANCE~~ <br /> <br />City of Mounds View <br />County of Ramsey <br />State of Minnesota <br /> <br />Whereas, a pipeline owned by Williams Pipeline Company <br />exploded within the City of Mound View on or about 4:30 a.m. on <br />July 8, 1986 causing serious bodily injuries and extensive <br />property damage to property owned by residents and the City, <br /> <br />And, whereas, to protect the public health, safety and <br />welfare of its residents, the Mound View City Council in an <br />emergency session hereby ordains: <br /> <br />1. That the Williams Pipeline Company or any of its <br />entities is hereby prohibited from restarting the <br />pipeline within the City until the Council has received <br />assurances from appropriate agencies, State, Federal or <br />otherwise, that all steps have been taken to protect <br />the health, safety and welfare of the community. <br /> <br />2. That the pipeline shall not be restarted until all <br />property damage claims of Mounds View residents and the <br />City have been paid and satisfied. <br /> <br />3. That the restarting of the pipeline prior to Council <br />approval shall constitute a misdeamnor and that upon a <br />finding of guilty, the violator will be liable for a <br />fine of up to $700 and/or up to 90 days in jail for <br />each day of the violation. <br /> <br />Adopted by the Mounds View City Council the 8th day of <br /> <br />July, 1986. <br /> <br />SEAL <br /> <br /> <br />Linke, Mayor <br /> <br />(ATTEST) <br /> <br />ator <br />
