<br />.. <br /> <br />EMERGENCY ORDINANCE #3 <br /> <br />-e. <br /> <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />WHEREAS, a pipeline owned by Williams Pipeline <br />Company exploded within the City of Mounds View on or about <br />4:30 a.m. on July 8, 1986 causing serious bodily injuries, <br />death and extensive property damage to property owned by <br />residents and the City; and <br /> <br />WHEREAS, to protect the public health, safety, and <br />welfare of its residents, the Mounds View City Council <br />hereby ordains: <br /> <br />1. Chapter 59.03, "Building Permits and Fees", <br />Subdivision 2 of the Municipal Code is hereby amended by <br />adding the following, <br /> <br />. <br /> <br />(13) Construction, reconstruction, or repair of a <br />permanent or temporary nature of any pipeline <br />transporting any volatile material, including <br />but not limited to crude or refined oil, diesel <br />oil, fuel oil, gasoline or natural gas.
