<br />Planning commission for the determination of the <br />Regulatory Flood Protection Elevation. <br /> <br />. <br /> <br />(a) Plan (surface view) showing elevations or <br />contours of the ground; pertinent structure, <br />fill, or storage elevations; size, location, <br />and spatial arrangement of all proposed and <br />existing structures on the site; location and <br />elevations of streets; photographs showing <br />existing land uses and vegetation upstream and <br />downstream; and soil type. <br /> <br />(2) One copy of the above information shall be <br />transmitted to a designated engineer or other <br />expert person or agency for technical assistance in <br />determining the Regulatory Flood Protection <br />Elevation. Procedures consistent with Minnesota <br />Regulations NR 86-87 shall be followed in this <br />expert evaluation. The designated engineer or <br />expert shall calculate the water surface profile of <br />the regional flood. <br /> <br />(3) Based upon the technical evaluation of the <br />designated engineer or expert, the Planning <br />commission shall determine the Regulatory Flood <br />Protection Elevation at the site. <br /> <br />. <br /> <br />(d) Procedures to be followed by the Planning Commission and <br />City council in passing on conditional use permit <br />applications: <br /> <br />(1) Require the applicant to furnish such of the <br />following information and additional information as <br />deemed necessary by the Planning Commission and <br />City council for determining the suitability of the <br />particular site for the proposed use: <br /> <br />(a) Plans in triplicate drawn to scale showing the <br />nature, location, dimensions, and elevation of <br />the lot, existing or proposed structures, <br />fill, storage or materials, flood-proofing <br />measures, and the relationship of the above to <br />the location of the stream channel. <br /> <br />(b) Specifications for building construction and <br />materials, flood-proofing, filling, dredging <br />of materials, water supply and sanitary <br />facilities. <br /> <br />. <br /> <br />10 <br />
