Authorization: The Legislature of the state has, in <br />Minnesota Statutes ch~p~c= 104 Chanter 103F and in the Mounds <br />View Municipal Code, Title 1100, delegated the responsibility to <br />local governmental units to adopt regulations designed to <br />minimize flood losses. Therefore, the City Council does ordain as <br />follows in this Chapter. <br /> <br />Subd. 2. Findings: <br /> <br />a. Effect of Floods: The flood hazard areas of Mounds View are <br />subject to periodic inundation which results in potential loss of <br />life, loss of property, health and safety hazards, disruption of <br />commerce and governmental services, extraordinary public <br />expenditurei for flood protection and relief and impairment of <br />the tax base, all of which adversely affect the public health, <br />safety and general welfare. <br /> <br />. <br /> <br />b. Methods Used to Analyze Flood Hazards: This Chapter is based <br />upon a reasonable method of analyzing flood hazards which is <br />consistent with the standards established by the Minnesota <br />Oeoartillent of Natural Resources.
