<br />The Council will meet at least twice
<br />each month at such times regularly
<br />scheduled for the conduct of official
<br />business and at places as the Council
<br />may designate by ordinance. To the
<br />extent Drovided by law, all meetings of
<br />the Council and Its cQOImlttees shall be
<br />public. and any cltlzeo shall have
<br />access to the minutes and records of
<br />such meetings at reasonable times,

<br />View, puisuarit to the recommendation of the
<br />City of Mounds View Charter Commission,
<br />deems that Section 5.07 of the Charter of the
<br />City of Mounds View is hereby amended by
<br />the deletion of the bold and stricken lan-
<br />. guage as follows:
<br />
<br />Section 5.07. Referendum. Prior to the
<br />date when an ordinance or resolution takes
<br />effect, it may be subjected to referendum by
<br />a petition which shall state at the head of
<br />each page, or attached thereto, the exact
<br />text of the measure to be considered by the
<br />e1(lctorate. If the petition is found to be suffi-
<br />cient under the provisions of Section, 5.03 of
<br />this chapter, the said ordinance or resolulion
<br />shall, thereby be prevented from going. into
<br />operation, and the subject matter of the peti-
<br />tion shall be placed on the ballot at the next
<br />election occurring in the City. If no election
<br />is to occur within 120 days after the filing of
<br />the petition, the Council shall calla special
<br />election to be held within'such period, pro-
<br />viding the petition has been found to be suffi~
<br />cienl. If a majority of the voters voting there-
<br />on favors ..the ordinance or resolution con-
<br />tained in the petition,it shall remain in effect.
<br />If a majority of .the electors voting thereon
<br />votes againstJhe ordinance or, resolution
<br />contained in the petition, it shall be. consid-
<br />ered repealed upon 'certification of the elec-
<br />tion results.
