<br />AMENDMENT OF EMERGENCY
<br />INTERIM ORDINANCE NO. 653, TO
<br />ExtEND REGULATION OF THE PRES-
<br />ENCE AND SITING OF TATTOO, BODY
<br />PIERCING, BODY BRANDING, BODY
<br />PAINTING AND RELATED ESTABLISH-
<br />MENTS WITHIN THE CITY OF MOUNDS
<br />VIEW.
<br />
<br />WHEREAS, the City Council continues
<br />to consider the issue of whether the City
<br />s~ould adopt an ordinance to address the
<br />City health and safety issues caused by
<br />tatto<?, body piercing, body branding, body
<br />pamtmg and related establishments within
<br />the City; and .
<br />WHEREAS, City staff has made an ini-
<br />tial. review of this matter and recommends
<br />that this matter be more fully stUdied; and.
<br />WHEREAS, the City Council has adopt-
<br />ed, pursu~nt to ~ection 3.06 of the City of
<br />Mounds View City Charter and Minnesota.
<br />S.tatutes Section 462.355, Subdivision 4, a
<br />SIX (6) month emergency interim" ordi-
<br />~ance, Ordinance No.' 653. during which
<br />tl~~" the City has begun study of the pos-
<br />Sibility of adopting new or amended con-
<br />trols to. fulfill the City's legal obligation to
<br />adequately protect the publiC health, safe-
<br />ty and welfare; and
<br />WHEREAS, the City's study and consid-
<br />eration is not complete and extension of
<br />such emergency interim ordinance for
<br />three (3) months is necessary to protect"~
<br />the public health, safety and welfare
<br />becaus~ no land use controls or regula-
<br />tions ~XJst for tatt,oo, Body piercing, body
<br />~randmg, body painting and related estab-
<br />lishments within the City; and
<br />, WHEREAS, the City Council authorizes
<br />continuation of a study' as to the possibility
<br />of adopting new or "amended controls to
<br />fulfill the City'S legal obligation 10 ade-
<br />quately protect the public health, safety
<br />and welfare; and
