If the MPCA demands that the City contract for the disposal of impounded vehicles and other scrap metal pursuant to the MPCA's plan for solid waste disposal and the City fails to contract within 180 days of the demand, the MPCA, through the Department of Administration and on behalf of the City, may contract with any person duly licensed by the MPCA for the disposal.
