The condition of vehl- <br />lesth t reaba do d' nk oruns f ' <br />nificanJ. in rase th i li that t <br />~angerous fluids might. be so released. <br />Abandoned iunk, or unsafe vehicles and <br />other scrap metals also constitute a blight on <br />the landscaDe of the City and therefore. a <br />detrim:nt to the environment. The abandon- <br />ment _nd retirement of vehicles and. ptfter <br />scrao metals constitutes a waste of a .valu- <br />able source of useful metal. It is therefore in <br />the public interest that the oresent accumula- <br />tion of abandoned and iunk vehicles. and <br />other scrao ~etals be eliminated, that future <br />abandon men of vehicles. and other scrap <br />metals be prevented that the exoansion Of <br />llxlsting scrao recycling facilities be devel- <br />oped and that other acceotable and econom- <br />:callY useful' methods for the disposal of <br />abandoned and iunk vehicles and other <br />forms of scrap metal be develoDed. <br /> <br />Subd, 2.
