<br />91.01 <br /> <br />Subdivision 19. Confinement of Dogs. <br /> <br />. (1) Every dog shall be restrained off the premises of <br />its owner by means of a leash not to exceed 6 feet in length and <br />every dog in heat shall be confined in a building during such <br />entire period and until such dog shall not attract other dogs on <br />account thereof. All dogs shall be confined on the premises of <br />its owner by leash or by adequate fencing. <br /> <br />ill The owner of any dog shall not permit said dog to be <br />on any public beach, school playground, public playground or <br />public park unless such dog is leashed and under the control of <br />said owner or his agent. <br /> <br />ill Any Police Officer or Community Service Officer of <br />the Municipality shall take up and impound any dog found in <br />violation of this section, and release it only upon the payment <br />of fees as provided for in this chapter. <br /> <br /> <br />Subdivision 20. Interference with Officers. It shall be <br />unlawful for any unauthorized person to break open the pound or <br />to attempt to do so, or to take or let out any dogs therefrom, or <br />to take from any police officer or Community Service Officer any <br />dog taken up by him in compliance with this chapter or in any <br />manner to interfere with or hinder such Officer or Community <br />Service Officer in the discharge of his duties under this <br />chapter. <br /> <br />. Subdivision 21. Muzzling Proclamation. Whenever the <br />prevalence of Hydrophobia or Rabies renders such action <br />necessary, to protect the public health, safety and welfare, the <br />Mayor shall issue a proclamation ordering every person owning or <br />keeping a dog to confine it securely on his premises unless it is <br />muzzled so that it cannot bite. No person shall violate such <br />proclamation and any unmuzzled dog running at large during the <br />time fixed in the proclamation shall if possible be picked up and <br />impounded or if necessary killed by the Police Officers without <br />notice to the owner of said dog pursuant to Minnesota Statutes <br />1953, Section 35.69. <br /> <br />Subdivision 22. Cruelty to Dogs. Minnesota Statutes <br />Sections 343.20 to 343.37 are hereby adopted by reference and <br />shall be in full force and effect in the City of Mounds View as <br />if set out here in full. <br /> <br />Subdivision 23. Clean Up. Any person who owns, harbors, <br />or keeps a dog within the City of Mounds View shall clean up all <br />feces of the dog and dispose of such feces in a sanitary manner. <br /> <br />Subdivision 24. Guard Dogs. <br /> <br />(1) Businesses located within the City and maintaining <br />. a guard dog for security purposes shall post notice <br />at the entrance to the premises of the presence of <br />said dog. <br />
