ORDINANCE N0.711 <br />CRY OF MOUNDS'VIEW <br />COUNTY OF RAMSEY <br />~;' STATE OF MINNESOTA <br />AN ORDINANCE AMENDING <br />+ MOUNDS VIEW CITY CODE SECTION <br />1102.02, PERTAINING 70, - <br />~ DEFINRIONS, AND CREATING A NEW <br />°'" CHAPTER 1118, PERTAINING TO <br />OVERLAY ZONING DISTRICT <br />1N THE CRY OF MOUNDS VIEW <br />WHEREAS, the city of Mounds Viewhas <br />no land us'e controls of zoning regulations <br />pr requirements pertaining to pawnshops; <br />and <br />WHEREAS, the City Council has <br />directed the Mounds View Planning <br />Commission to conduct a study and <br />review the issue of an overlay zoning <br />district as it would "pertain to pawnshops; <br />.and <br />WHEREAS, the Planning Commission <br />Vitas reviewed the potential geographical <br />*ereas potentially suitable for an pverlay <br />iWfiEREAS, the Planning Camrrrission <br />:itias reviewed the possibility of including <br />~,gther land uses, such as "adult' uses, <br />.tattoo and piercing shops, massage <br />parlors, etc. within the. proposed overlay <br />°. coning district; and <br />,,.~IA/HEREAS, the Planning Commission <br />"recommended the adoption of an <br />~Ordinarice establishing a :Pawnshop <br />tQverlay District -in the city of Mounds <br />Yiew to be located north of Highway 1D at <br />,gt~te southwest corner of Coral $ea Street <br />'"and County Road J as identified in Exhibit <br />A; and <br />WHEREAS, the Planning Commission <br />recommended that no other uses be <br />included within the Pawnshop Overlay <br />District. <br />NOW THEREFORE, <br />THE CITY OF MOUNDS VIEW <br />ORDAINS: <br />SECTION 1. AMENDMENT" - SEC- <br />TION 1102.02. Section 1102.02 of the <br />Mounds View City Code pertaining to <br />zoning definitions is hereby amended by <br />inserting .the bold and.. double <br />SECTION':2. AMENDMENT -NEW <br />CHAPTER 1118. A new Chapter 1118 in <br />the Mounds View City Code pertaining to <br />a Pawnshop Overlay District within the <br />Ciry of Mounds View is hereby created by <br />inserting the language to read as follows; <br />[The Remainder of this Page <br />Intentionally Left Blank] <br />PS, PAWNSHOP OVERLAY DISTRICT <br />SECTION: <br />1118.01: Purpose <br />1118.02: Permitted Uses <br />1118.03: Other Requirements <br />1118.04: District Area. <br />1118.01: PURPOSE: The purpose of the <br />Pawnshop Oveday District is,to'ailow he <br />location of a .Pawnshop as defined by <br />Section 1102.02 of the City Code as any <br />additional permitted use in defined areas <br />of certain other zonirtg districts within tp <br />City. <br />1118.02: PERMITTED USES: in <br />tibn to other uses permitted in the <br />_underying zoning district, a Pawnshop as <br />Refined in Section 1102.02 of the City <br />...:Code. <br />_1118.03: OTHER REQUIREMENTS: A <br />'P~awhshbp must comply with all lot <br />'S'tandards and other requirements <br />applicable to other permitted uses in the <br />`underlying zoning district, provided, <br />however, that a building containing a <br />Pawnshop may -not be located within <br />1,000 feet of another building contaihing <br />a Pawnshop. In addition, a Pawnshop <br />must be licensed and operate in <br />compliance with the requirements <br />provided in Chapter 516 of the City Code. <br />1118.04: DISTRICT AREA: The <br />following area is hereby established as <br />being within the Pawnshop Overlay. <br />District: <br />'Lots 1 2 and 3, Block 1, North Star <br />Industrial Park 2nd Addition <br />SECTION 3. EFFECT.
