• <br />b. Accessory structures that meet the requirements of the applicable zoning <br />district; (Ord. 692, 3-25-02) <br />c. Construction activity that increases the gross square fiootage of the <br />principal building by less than ten percent (10%), provided the area of <br />expansion does not exceed ten thousand (10,000) square feet. (Ord. 692, <br />3-25-02) <br />Subd. 3. Development Plan: <br />a. The owner or developer shall submit for review a development plan <br />which sets forth plans for utility service, surface water drainage consistent <br />with the Local Water Management Plan dated February 12, 199021, subject <br />to subsequent revisions, erosion and sediment control consistent with the <br />Ramsey County Erosion and Sediment Control Handbook (1989) prepared <br />by the Ramsey County Soil and Water Conservation District and subsequent <br />revisions thereto, streets, parking, landscaping, screening and buffering, <br />lighting, setbacks, exterior construction design and materials, trash disposal, <br />construction timetable and such other matters as the Council may require. <br />• <br />b. The owner or developer shall <br />abstract of title, registered property <br />documents that establish ownershi <br />properly involved. <br />Subd. 4. Development Contract: <br />submit with the development plan an <br />report or such supporting affidavits or <br />p or any other parties of interest in the <br />a. A development contract which sets forth all of the terms, conditions, <br />requirements, agreements, guarantees and plans for the orderly <br />development of said land shall be entered into between the developer and <br />the Municipality prior to the final approval of any subdivision, or project that <br />qualifies for a Development Review, as determined by subdivision 2 of this <br />Section. This requirement may be waived by the City Council in the event <br />no public improvements are planned or proposed. (Ord. 692, 3-25-02) <br />b. Before execution of the development contract, the owner or developer <br />shall submit certification from Ramsey County Department of Taxation that <br />all taxes and special assessments due on the properly involved have been <br />paid in full. <br />c. Said development contract shall include provisions for supervision of <br />details of construction by the City and grant to the City authority to inspect all <br />work performed pursuant to said contract to assure satisfactory performance <br />and completion of the work.
