RESOLUTION 7438 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />APPROVING CHANGE ORDER NO. 1 TO THE <br />CONSTRUCTION CONTRACT FOR THE <br />2009-2010 STREET AND UTILITY IMPROVEMENT PROJECT <br />WHEREAS, Mounds View experiences an ongoing maintenance problem <br />in its sanitary sewer system due to the intrusion of roots; and <br />WHEREAS, chemical treatment is currently used for control of the roots, <br />which provides only ashort-term and not a permanent solution; and <br />WHEREAS, slip lining segments of the sanitary sewer main for their full <br />length from manhole to manhole will provide a permanent solution for root control; and <br />WHEREAS, the approved budget for 2009 includes funding for slip lining <br />of sanitary sewer mains; and <br />WHEREAS, the 2009-2010 Street and Utility Improvement Project <br />provides an opportunity for performing the sanitary sewer slip lining in coordination with <br />the improvements being made to the City utility and street infrastructure; and <br />WHEREAS, the construction contract for the 2009-2010 Street and Utility <br />Improvement Project includes non-intrusive sanitary sewer maintenance work, including <br />spot repairs within several segments of sanitary sewer as well as slip lining for one full <br />length segment of sanitary sewer; and <br />WHEREAS, slip lining additional segments of sanitary sewer would <br />eliminate the need for spot repairs in those segments, resulting in a cost savings; and <br />WHEREAS, the unit price for the slip lining in the construction contract for <br />the 2009-2010 Street and Utility Improvement Project can be lowered if the volume of <br />the slip lining work in increased; and <br />WHEREAS, Change Order No. 1 to the construction contract for the <br />2009-2010 Street Improvement Project has been successfully negotiated with the <br />contractor, North Valley Inc., to allow for the increased slip lining work; and <br />WHEREAS, including the slip lining work for additional segments of <br />sanitary sewer to the 2009-2010 Street Improvement Project provides a cost effective, <br />efficient, and coordinated method of performing the slip lining work. <br />
