<br />ORDINANCE NO. 818 <br />CITY OF MOUNDS VIEW <br />RAMSEY COUNTY <br />STATE OF MINNESOTA <br />AN ORDINANCE AMENDING SECTION 1106.04 OF THE MOUNDS VIEW CITY <br />CODE BY ADDING LANGUAGE TO ALLOW DYNAMIC DISPLAY SIGNS BY <br />CONDITIONAL USE PERMIT <br />WHEREAS, the Mounds View City Council directed City staff to prepare an amendment <br />to the City Code to include regulations for dynamic display signs; and <br />WHEREAS, on January 7, 2008, the Mounds View City Council adopted Ordinance 801 <br />that amended Chapter 1008 of the City Code about the City requirements for signs and <br />billboards; and <br />WHEREAS, Ordinance 801 included a prohibition for dynamic displays and repealed the <br />ordinance that had established cone-year moratorium on electronic and video display signs or <br />billboards in Mounds View; and <br />WHEREAS, on January 12, 2009, the Mounds View City Council adopted Ordinance <br />816 that established city standards and regulations for signs in the City including Dynamic <br />Display Signs; and <br />WHEREAS, Ordinance 816 included a section that requires City approval of a <br />conditional use permit for dynamic display signs at schools, churches, places of worship or <br />other institutional land uses; and <br />WHEREAS, the City needs to update its regulations about conditional use permits to <br />have all sections of the City Code consistent and to better accommodate dynamic display signs <br />in certain locations in Mounds View by conditional use permit; and <br />WHEREAS, the City Council has determined that it is in the public interest to establish <br />requirements for the installation and operation of dynamic display signs, including requirements <br />about the location of dynamic display signs; and <br />WHEREAS, the City Council finds that dynamic displays should be allowed on billboards <br />and on off and on-site signs but only with significant controls to minimize their proliferation and <br />to lessen their potential threats to public health, safety and welfare and to the image and <br />aesthetics of the City; and <br />WHEREAS, the Mounds View Planning Commission discussed this matter on March 4, <br />2009 and they concurred that an amendment to the City Code about conditional use permits <br />and dynamic display signs is warranted and justified; and <br />NOW, THEREFORE, BE IT RESOLVED that the Mounds View City Council has decided <br />that it is in the public interest to amend the City Code about conditional use permits to allow <br />dynamic display signs in certain locations. <br />
