Resolutrc~n 7486 <br />Page 2 <br />NOW, THEREFORE, BE IT RESOLVED, the Mounds View City Council makes the <br />following findings of fact regarding the Conditional Use Permit request as required by the <br />Mounds View Zoning Code: <br />1. The request for a conditional use permit to allow a car wash at The Station, which is <br />zoned B-2, should not negatively impact or depreciate the adjacent properties due to <br />the primary use of the property not changing. <br />2. The property currently has 29 parking spaces, well above the required 18 spaces. <br />The site plan shows that the property owner could add more parking spaces if <br />necessary. <br />3. The applicant has demonstrated a need for the conditional use permit, in order to <br />expand his business and better compete with other nearby fuel stations that have <br />car washes. <br />4. There does not appear to be any adverse effects associated with the proposed <br />conditional use permit and development review for a car wash. <br />NOW, THEREFORE, BE IT FURTHER RESOLVED, that the Mounds View City <br />Council approves the development review for the addition of a car wash at The Station, <br />2280 County Road I, subject to the following conditions: <br />1. The City Council approving the proposed code amendment to allow car washes in a <br />B-2 zoning district (Chapter 1113 of the city code). <br />2. The car wash hours of operation shall be limited to the hours of lam to 10pm. <br />3. The car wash building must have a similar design and color scheme to the existing <br />retail building on the property. <br />4. The property owner shall maintain the area of land between the car wash and <br />neighboring building. The area must be kept free of long grass, junk or debris. <br />5. The property owner shall ensure that all traffic for the car wash and motor fuel <br />station at 2280 County Road I remain on this property. <br />6. The property owner shall ensure that no water, .either from the car wash, the car <br />wash building, or stormwater, negatively affects surrounding properties. <br />
