Increase of Fees: No noiiinte-xieating 3.2 percent malt liquor license fee shall be <br />increased, except after notice and public hearing by the Council on the proposed <br />increase. Notice of the proposed increase must be published in the official newspaper <br />and mailed to all affected licensees at least thirty (30) days in advance of before the <br />date set for the hearing. Refunds: No part of the fee paid for any license issued under this Chapter shall be <br />refunded, except in the following instances upon application to the Council within <br />thirty (30) days from the happening of the event. There shall be refunded a pro rata <br />portion of the fee for the unexpired period of the license, computed on a monthly basis, <br />when operation of the licensed business ceases not less than one (1) month before <br />expiration of the license because of: <br />a. Destruction or damage of the licensed premises by fire or other catastrophe. <br />b. The licensee's illness. <br />c. The licensee's death. <br />d. A change in the legal status of the Municipality C N making it unlawful for the <br />licensed businesses to continue. (1988 Code 101.04) <br />503.07: PROOF OF FINANCIAL RESPONSIBILITY: <br />Subd. 1. Unless otherwise excepted by this Section, Beach application for an on -sale or off <br />sale 3.2 percent malt liquor license shall be accompanied by one (1) of the following proofs of <br />financial responsibility: <br />Subd-1. a.
