Mounds View City Council Apri19, 2007 <br />Regular Meeting Page 10 <br />Council Member Mueller asked how consumption by minors is controlled. • <br />The Applicant indicated that everyone is identified by Staff or off duty officers and then wrist <br />bands are provided. <br />Staff was asked to draft a policy regarding handling outdoor events. <br />MOTTON/SECOND: Mueller/Stigney. To Waive the Reading and Approve Resolution 7043 <br />Approving an Outdoor Consumption Endorsement for Moe's Located at 2400 County Highway <br />10 in Mounds View as Amended to Remove the Outdoor Event Information. <br />Council Member Flaherty asked where that leaves Moe's request for special event permit. <br />Council asked that the special event permit for Moe's be added to the Consent Agenda for the <br />next meeting. <br />Ayes - 5 Nays - 0 Motion carried. <br />G. Resolution 7Q47, Approving an Off Sale 3.2 Percent Malt Liquor License for <br />Aldi's Located at 2537 County Highway 10 in Mounds View <br />Community Development Director Ericson said that this item was discussed at the previous • <br />Council meeting and a question was raised on the distance to the Church and schools. Staff did <br />some research for other communities and how they treat separation from other types of uses. <br />Some do separate and some do not. He then said that he asked Aldi what percent of sales the <br />alcohol would be and what they do sell and it is wine and a small percentage. <br />Director Ericson indicated that the attorney has revised the code and in his opinion, How the <br />measurement is computed is entirely up to Council. <br />Director Ericson indicated that Council Members are invited to the Aldi ribbon cutting on May 1, <br />2007 when Aldi's opens. <br />Council Member Mueller said that they have to comply with the Ramsey County liquor <br />dispensing hours. <br />Council Member Flaherty said that he thinks the bigger issue is going back and looking at what <br />the setback requirement should be and there is a nanconforming business in Mounds View <br />Square already. <br />Mayor Mariy said that going building to building does not work and front door to front door <br />does not work. He then said that Big Top is at the other end of the building. He further <br />commented that due to the proximity of the church he does not feel comfortable with approval of • <br />this. He also noted that not all Aldi stores sell alcohol. <br />
