Mounds View City Council October 22, 2007 <br />Regular Meeting Page 3 <br />~ <br />Public Works Director Lee indicated that there is not enough time to get a project together for <br />2008. <br />Bill Doty of 3049 Bronson Drive asked what happens if your house is worth more than $200,000. <br />Staff indicated that the $100.00 was for a median value home. A$300,000 home would pay <br />slightly more than the estimated $100.00. <br />Mr. Doty indicated that every year his valuation goes up and so do his taxes. He then said that <br />the City is sitting on $5,000,000 that is not a part of this project, but should be. Mr. Doty <br />suggested considering having the City's own engineer do the engineering to save money. <br />Mr. Doty asked the City to consider offsetting the costs of the project with the $5,000,000 Levy <br />Reduction Fund. <br />Director Lee explained that this project would require more than one person, and that would cost <br />the City a lot in personnel expenses. <br />Mayor Marty indicated that the City has been using the $5,000,000 reserve to keep the talc levy at <br />0% for the last three years. <br />• Finance Director Beer explained that using $4,000,000 from the Levy Reduction Fund to pay for <br />the streets would exhaust the fund by 2013. <br />Director Lee explained that the City is looking at having construction administration overseen by <br />City Staff in an attempt to save on consultant costs. <br />Nate Bjerke of 7240 Hidden Hollow Court addressed Council and said that he has some concerns <br />about this, but, he does feel that this town needs these improvements. <br />Mr. Bjerke said that he has concerns about this as this seems to be a general Ievy to pay for <br />specific improvements, which he feels is a little sketchy legally. He then said that the petition <br />process applies for particular improvements that can be assessed. He further said that there is no <br />Minnesota case law that states that this is legal. He also said that he is concerned about the <br />general fairness issue, because he is a new home owner who paid for the roads when he came in, <br />and he wants to be given the credit from the future projects. <br />Brian Moore of 7230 Hidden Hollow Court said that he does not feel that it is fair to t~ <br />everyone for these projects. Mr. Moore said that he does not think that they should be treated <br />differently than the H2 project or the 2002 - 2003 street project, as they have paid for <br />improvements with their new construction. <br />• Attorney Riggs explained that other cities are doing things similar to this with street projects.
