Mounds View City Council July 12, 2010 <br />Regular Meeting Page 3 <br />• Mayor Flaherty was pleased that all issues were addressed by Robert's as the Council must look <br />out for the safety and welfare of Robert's patrons. <br />Kevin Halverson, owner of Robert's Sports Bar, explained the previous owner had the mail <br />switched to his home address, which meant he did not receive any utility bills. Upon receiving <br />the bills, he spoke with the City to arrange back payments. He indicated he would have attended <br />last month's meeting but was told by City Staff that it was not necessary not necessary. <br />Mr. Halverson further explained how other issues were resolved with Olsen Fire Inspection, the <br />Fire Marshal, and the City. He expressed frustration with how the Council addressed the issues <br />at Robert's and the lack of professionalism. Mr. Halverson did not want to have to be hostile <br />when resolving issues with the City. <br />Council Member Mueller stated she had a conversation with Mr. Halverson regarding a recent <br />newspaper headline. She thanked the owners of Robert's for bringing their establishment into <br />compliance. <br />B. First Reading of Ordinance 846, an Ordinance Amending Section 512.08 of <br />the City Code about the Suspension or Revocation of a Cigarette or Tobacco <br />License. <br />• Assistant City Administrator Crane stated the Ramsey County Tobacco Coalition reviewed The <br />City Code pertaining to Suspension/Revocation of the Cigarette/Tobacco Business License. The <br />Ramsey County Tobacco Coalition strongly recommends that the City use the word <br />"consecutive" in their day's requirements for a suspension of the license. It eliminates confusion <br />and clarifies what the state law and the City Code intends to do. <br />Assistant Ciry Administrator Crane noted in Staff's professional opinion, the recommended <br />language would clarify the suspension process, and would not change the intent. Staff <br />recommends approval of the first reading and introduction of Ordinance 846. The Second <br />Reading of this Ordinance is scheduled for the July 26, 2010, City Council Meeting. <br />MOTION/SECOND: Mueller/Stigney. To Approve the First Reading and Introduction of <br />Ordinance 846, an Ordinance Amending Section 512.08 of the City Code about the Suspension <br />or Revocation of a Cigarette or Tobacco License. <br />Ayes — 5 Nays — 0 Motion carried. <br />C. Resolution 7641, a Resolution relating to a Multifamily Senior Housing <br />Development and the Issuance of Revenue Bonds to Finance the Costs <br />thereof under Minnesota Statutes, Chapter 462C, as Amended; Granting <br />Preliminary Approval Thereto; Establishing Compliance with certain <br />Reimbursement Regulations under the Internal Revenue Code of 1986, as <br />• Amended; and taking certain other actions with respect thereto. <br />
