To Waive the First Reading of Ordinance 841, Amending <br />the Mounds View City Charter by Changing All Occurrences of "Clerk-Administrator" to "City <br />Administrator" and Revising Sections 6.03 and 6.04 Regarding Duties of the Administrator and <br />Treasurer. <br />Ayes — 5 Nays — 0 Motion carried. <br />B. Resolution 7580, Re-approval of the Final Plat for the Select Senior Living <br />Development at Highway 10 & Groveland Road. <br />Community Development Director Roberts reviewed the past Council action to approve the final <br />plat and development agreement for the Select Senior Living development and advised that the <br />City's approvals became void because the project was not started within the allowed 120 days. <br />The Council has granted two 120-day time extensions and Select Senior Living is again asking <br />the Council for a 120-day re-approval of the final plat and development agreement which would <br />expire on June 22, 2010. He explained the tight financial market and change in lending practices <br />has made it difficult for this project to obtain funding, as indicated in Mr. Larson's letter to the <br />Council. Community Development Director Roberts stated staff recommends adoption of the <br />draft resolution that would approve an extension for the project. <br />Joel Larson, Select Senior Living, updated the Council regarding the Select Senior Living project <br />and the difficulty that occurred when the rules in the banking industry changed. He stated they <br />have secured additional cash through investors and anticipate that by the end of this month they <br />will receive a financing commitment so the could move the project forward. Mr. Larson <br />requested the Council act favorably on their request for a 120-day extension. <br />Council Member Mueller asked about Select Senior Living's other two projects. Mr. Larson <br />stated that Select Senior Living at Coon Rapids received occupancy pernuts one year ago and is <br />currently 96°Io full. Because of the banking issues, their Fridley project is currently on hold after <br />completing the City process and preliminary approval with conditions. Community <br />Development Director Roberts asked how long construction would take. Mr. Larson stated it <br />takes ten months from the time they start until they open the doors. <br />Council Member Mueller asked about part- and full-time jobs. Mr. Larson stated construction <br />creates over 100 temporary jobs and after it is open, there would be some part-time and about 25 <br />full-time positions. <br />Mayor Flaherty stated this Council has been in support of the project. <br />MOTION/SECOND: Gunn/Mueller.
