22 <br />RESOLUTION NO. 15 <br />A RESOLUTION ESTABLISHING RULES GOVERNING <br />CONDUCT AND PROCEDURE OF THE VILLAGE COUNCIL <br />OF MOUNDS VIE'1, MINNESOTA <br />The Village Council of Mounds View does resolve as follows: <br />RULE 1. The Village Council shall have regular sessions on the first Monday <br />of each month at 8:00 o'clock P.M. and, if such Monday shall fall on a holiday shall <br />have its regular session the next following day, or such time as the Council shall <br />designate prior to the holiday. Adjourned and special sessions at any other time <br />the Council may deem proper. The first meeting of the year shall be held on <br />January 2nd unless January 2nd shall fall upon Saturday or Sunday in which event it <br />shall be held on the next regular business day following. All meetings shall be <br />held at the Village Hall unless otherwise specified by the Village Council. <br />RULE 2. The Mayor shall preside at all meetings of the Council. In the absence <br />of the Mayor, the acting Mayor shall rreside. In the absence of both, the Trustees <br />shall elect one of thoir number a temporary Chairman. The Acting Mayor and Temporary <br />Chairman when occupying the place of the Mayor shall have the same privileges as <br />other members of the Council. <br />RTJLE 3. At all meetings of the Council, a majority of the Council members elected <br />shall constitute a quorum to do business, but a minority may adjourn from day to day <br />and may compel the attendance of absentees, by a fine if necessary for each offense, <br />unless a reasonable excuse be offered. <br />RULE 4. At the our appointed for the meeting, the members shall be called to <br />order by the Mayor, and in his absence by the Acting Mayor, and in the absence of <br />both, by the Clerk. The Clerk shall call the roll, note the absentees and announce <br />whether a quorum be present. In the absence of the Clerk, the Mayor shall appoint a <br />Secretary pro -tem. Upon the appearance of a quorum the Council shall proceed to the <br />business which shall be conducted in the following manner unless changed by the <br />Chairman of the Meeting. <br />rook <br />
