the Village Council of the Village of Mounds View, Minnesota, was held <br />at the Mounds View Village Hall in Arden Hills, on Tuesday, November 3, <br />1959, at 8 :00 o'clock P.M., with the following members present: <br />Mayor Gibson; Clerk Smith; Councilmen Hodges, Christensen, and Malvin <br />and the following members absent: <br />None <br />moved its adoption: <br />•r <br />EXTRACT OF MINUTES OF MEETING <br />OF THE VILL.aGE COUNCIL OF THE <br />VILLAGE OF MOUNDS VIEW, MINNESOTA <br />Pursuant to due call and notice taiereof, a regular meeting of <br />Member Gibson then introduced the following resolution and <br />450LUTION DETERMINING THE NECESSITY AND EXPEDIENCY <br />OF THE CONSTRUCTION AND OPERATION OF A WATERWORKS UTILITY; <br />AND CALLING AN ELECTION THEREON. <br />NIT RESOLVED By the Village Council of the Village of <br />n4:4 View, Minnnesota, as follows: <br />4 41100 <br />That it is hereby found, determined and declared that it is <br />necessary and expedient for the Village to construct, own and <br /> EsO <br />opera a mpterworks plant as a public utility. <br />(2) That a special election is hereby called to be held in and <br />gpr the Village of Mounds View on the proposition of whether <br />the Villa °e' ahquld establish and construct a waterworks syste =m for the <br />Village Said election shall be held at the time and place specified in <br />41 Ita41..P# s Vie. z ih, ,author <br />e <br />t. a,," d to cause noti of said election to be given by publish- <br />ing the same in the official newspaper 0 :t least once not later than or.a <br />week prior to the election, and by posting copies of said notice at the <br />polling places and at three other public and conspicuous places within <br />tAp Village at least ten (10) days prior to the date of said election. <br />Said, notice shall be in ubstantially the following foi1ic: <br />
