in effect eliminating the need for an ad valorem tax levy, and <br />WHEREAS, Laws 1969, Chapter 449 authorizes the levying of <br />ad valorem taxes by the Metropolitan Sewer Service Board, and it is <br />eminent that said tax levies will be made to finance the construction, <br />operation, maintenance and purchase of facilities within the seven <br />county Metropolitan Sewer District, and <br />WHEREAS, those property owners in the North Suburban Sanitary <br />Sewer District who have and will pay connection charges until the <br />corporate existence of the North Suburban Sanitary Sewer District is <br />terminated on January 1, 1971, will also be subject to an ad valorem <br />tax levy by the Metropolitan Sewer Service Board which the Village <br />Council of the Village of Mounds View finds would be inequitable, and <br />WHEREAS, it is the understanding of the Village of Mounds View <br />that the North Suburban Sanitary Sewer District is the only District <br />utilizing the connection charge method of financing construction of <br />its facilities, and <br />WHEREAS, a Mounds View resident pays Nine Dollars ($9.00) per <br />quarter per rec for sewer service, whereas the use charges for the <br />City of Minneapolis are Two Dollars and fifty cents ($2.50)per quarter <br />and for the City of St. Paul Three Dollars and sixty cents ($3.60) <br />per quarter, and <br />WHEREAS, continuation of the connection charge method of <br />financing of the present sewer use charges put the municipalities <br />in the North Suburban Sanitary Sewer District at an economic <br />disadvantage in relation to the rest of the Metropolitan area, and <br />WHEREAS, Laws 1969, Chapter 449 has created the seven county <br />Metropolitan Sewer Service Board and delegated to it the responsibilities <br />for the construction of the necessary facilities for sewage treatment, <br />and <br />WHEREAS, it is no longer necessary for the North Suburban Sanitary <br />Sewer District to expend sums of money for the construction of sewage <br />treatment plants in the North Suburban Area when this function has now <br />been acquired by the Metropolitan Sewer Service Board <br />
