PROCEEDINGS OF THE VILLAGE COUNCIL <br />VILLAGE -OF MOUNDS VIEW <br />May 27, 1958 <br />The first meeting of the Village Council of the Village of Mounds View was <br />held May 27, 1958 at the Mounds View Village Hall, 1450 W. Righway 96. <br />The following members were present: <br />Mayor: James W. Gibson <br />Clerk: Martha Irvine <br />Deputy Clerk: nary Jean Milbrandt <br />Trustees: John Le Sullivan <br />Reuben G. Achterkirch <br />Ingram C. Rusted <br />Treasurer: Irene Edberg <br />Following the swearing in of elected officials by Clerk, Martha Irvine, the <br />meeting was opened at 7:41 P.M. by Mayor, James W. Gibson. <br />Discussion of how meetings would be conducted. Meetings to be conducted <br />informally following Roberts Rules of Order as much as possible. Roll to be called <br />on every motion and vote of each member to be recorded in minutes. <br />Motion by Sullivan, seconded by Achter>'irch to make all appointments temporary <br />up to a maximum of 60 days_ or until a permanent appointment is made. The following <br />voted aye Achterkirch, Gibson, Irvine, Rusted and Sullivan, and the following nay <br />none. Motion carried. <br />Motion by Irvine, seconded by Rusted to appoint Johi L. $ruii7`ie as =sinz tv c <br />The following voted aye Achterkirch, Gibson, Irvine and Rusted, and the following <br />nay —none. Motion Carried. <br />John L. Sullivan, appointed Chairman of Parks, Playgrounds and Public Buildings. <br />Reuben G. Achterkirch, appointed Chairman of Health and Public Safety. Ingram C. <br />Rusted, appointed Chairman of Public Works and Civil Defens.. Mayor and Clerk <br />members of all committees. <br />Motion by Achterkirch, seconded by Rusted that the Rose Tribune be designated <br />as official newspaper for the Village. The following voted aye-- Achterkiroh, Gibson, <br />Irvine, Rusted and Sullivan, and the following nay -none. Motion carried. <br />Motion by Sullivan, seconded by Irvine that the First State Bank of New Brighton <br />be designated as depository for village funds. The following voted aye— Achterkirch, <br />Gibson, Irvine, Rusted and iullivan, and the following nay—none. Motion carried. <br />Motion by Achterkirch, seconded by Rusted to hold meetings the first Tuesday <br />of each month at 8:00 P.M. For the following four weeks meetings to ha held every <br />Tuesday night. The following voted aye-- Achterkirch, Gibson, Irvine, Rusted and <br />Sullivan, and the following nay -none. notion carried. <br />Motion by Achterkirch, seconded by Sullivan to adopt a resolution accepting all <br />responsibilities and liabilities of Mounds View Tcwnship and ratifying all agreements <br />and actions taken 1!, the Town roarr1 while acting r,■1' t.i Village. The following <br />voted aye-- Achterkirch, ihnes, Irvine, RusIad and Sullivan, and n e following nay- <br />nfire. Motion carried. <br />
