24 September 16, 1958 The special meeting of the Village Council of the Village of Mounds View was called to order by Mayor Gibson at 8:00 P.M. on September 16 1958 at the Village Hall, 1450 West Highway 96. The following members were present: Mayor: James W. Gibson Clerk: Martha Irvine Trustees: John L. Sullivan Reuben G. Achterkirch Ingram C. Rustad and the following were also present: Deputy Clerk: Mary Jean Milbrandt Legal Counsel: Richard Meyers Engineer: Otto Bonestroo Mr. Stuart Reemer, 2728 Woodcrest appeared regarding a problem of placement of a garage on his property. Motion by Rustad, seconded by Irvine to grant permission to build a subterranean garage six (6) feet from the lot line along Woodcrest Drive. 5 ayes. Members of the Spring Lake Park Fire Department requested that a contract be drawn up between the Village and the Fire Department. Informed that this would be accomplished sometime before January 1. Motion by Sullivan, seconded by Achterkirch to approve minutes of September 2nd meeting as corrected. The problem of the substandard home at 2036 Bronson Drive was referred to the Planning Committee. Mayor Gibson reported he talked to the City Manager of Columbia Heights about a place where sewer contractors working in the Village of Mounds View could dump sewerage. Mayor Gibson was instructed to give a list of licensed sewer contractors to Columbia Heights. Motion by Rustad, seconded by Sullivan to concur with the Planning Committee's recommendation to have the contractor proceed with Plan "B" for the property located on the Northwest corner of County Road "I" and Groveland Rd., subject to approval by the village engineer and attorney. 5 ayes. Motion by Irvine, seconded by Sullivan to approve Planning Committee's recommendation to have the contractor proceed with the platting of the area south of Hillview Road and west of Spring Lake Road as recommended in Planning Report #1, subject to approval by the village engineer and attorney. 5 ayes. Motion by Achterkirch, seconded by Sullivan to concur with the Planning Committee's recommendation and disapprove the plat submitted by Midland Construction Company for Lets 16 through 22, Block 5, Pinewood Terrace No. 2. 5 ayes. Sullivan recommended the Council give serious thought to giving the Planning Committee more power by establishing them as a Commission through enactment of an Ordinance.
