52 <br />February 16, 1959 <br />A -special meeting of the Village Council of the Village of rounds View was <br />called to order by Mayor Gibson at 8:00 P.M. on February 16, 1959, at the Village <br />Hall, 1450 W. Highway 96. <br />The following members were rresent: <br />Mayor: James W. Gibson <br />Clerk: Earl E. Smith <br />Trustees: John L. Sullivan <br />Melford C. Christensen <br />Absent: Reuben G. Achtcrkirch <br />and the following were also present: <br />The Clerk read the minutes of the February 2nd meeting. The Resolution regarding <br />Lakeside Park is also to have a clause stating that the Clerks of the two villages <br />will audit the books. Motion by Christensen, seconded by Sullivan to approve the <br />minutes an corrected. <br />A large delegation of citizens appeared who were concerned with a sanitary sewer <br />system. The Mayor explained the progress which has been made to date in contacting <br />officials with regard to a hook -up the Arsenal sewer. The Council requested <br />that the citizens present circulate petitions to get a true picture on. how the people <br />feel with regards to installation of a sewer system. <br />Motion by Sullivan, seconded by Christensen that the Village Council write <br />a letter to 5 or more engineers asking them for a proposal for a storm and sanitary <br />sewer and water survey for the Village of Mounds View. In the portion of the <br />survey regarding storm sewer they should give credence to plans which were done some <br />years ago by Mr. Hagglund and which are on file at the St. Paul Court House. The <br />5 engineers listed as follows: R. D. Thomas Co., Otto Bonestroo and Associates, <br />Banister Engineering, Comstock and Davis and Harry Mayeron of Orr-Schelen, Inc. 4 ayes. <br />Motion by Sullivan, seconded by Christensen that the Public Safety Committee <br />should ,gather additional data in line with previous discussions and the public <br />hearing as to the approximate cost of the collecting of garbage on a village -wide <br />basis and to work out details in conjunction with such a project. 4 ayes. <br />The Council tiquested that Don Bona appear at the next Council meeting to <br />explain the procedure if clog catching in the Village. <br />Motion by Sullivan, seconded by Christensen that the Council publish a notice <br />to the citizens of Mounds View advising that the pumping of cesspools on the surface <br />of the ground is strictly against village ordinances am should be discontinued. <br />4 ayes. <br />Mr. Al Jansen, owner of 56 acres south of tle Skyline Motel on Highway 8 <br />inquired as to the Highway Department plans for that area. He stated that a firm <br />was interested in building a motel at that location but would not go ahead v th <br />the deal if they do not have definite plans for the IIighvay. The Council informed <br />Mr. Jansen that at the present there are ro ae'inite I plans in that rarticu'hr <br />area. <br />
