The regular meeting of the Mounds View Village Council was called to order at 8 :00 P.M., February 27th, 1961 at the Red Oak School, Sherwood Road and Red Oak Drive, Minneapolis 21, Minnesota Present were: PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMS EY COUNTY, MINN:;SOTA 000025 Mayor: Allan B. Crane Clerk Lloyd J. Blanchard Trustees: Donald Hodges Perry Malvin Melford C. Christensen (Arrbed at 9 :30 P.11. En ;inter: Les Knutson Attorney: Richard Meyers (Arrived at 9 :55 P.M.) Motion by Malvin to accept February 13th minutes as read. Seconded by Hodges. 4 Ayes for approval. Recreation report was read by Hodges (copy on file). It was reported that they have a 5826.00 deficit in their budget due to the purchase of a warming house that the Recreation Committee felt should be paid for out of General Funds. Subject to be investigated and action taken later by Council. Lakeside Park Commission report given by Malvin. A new men's softball league will be formed. A larger midget baeeball league will be in operation this year with some games under lights at Lakeside Park, Mayor Crane read the report of the Police Commission meeting of February 23rd. (Copy on file). Motion by Blanchard to have Mounds View D -X Station service Police Cars for one year, commencing March 1, 1961 as per bid received. Seconded by Malvin. 4 Ayes for approval. Motion by Crane to allow Police Commission to investigate the possibilities of using a timing device for speed control on Village Streets. Seconded by Malvin. Roll call, 3 Ayes for approval. Blanchard -no. Motion by Malvin to allow Commission to do research concerning changing the Police Department from part time to full time. Seconded by Blanchard. 4 Ayes. The Clerk was instructed to write a letter to the Anoka Bus Co. in regards to changing of routes and the speed of buses on Village Streets. The monthly report from 13 es E Patrol (Village Dogcatcher) was presented. (On file in Police Office). Public welfare report was given by Malvin. Report on sewage overflow problem at the Harvey Hewmann home on 2 Ridge Lane was given. Several residents from the area were present and voiced their opinions and feelings on the subject. Mayor Crane stated that perhars the Council had been too lenient with the problem before but that i;; was doing everything it legally could do at the present time.
