The regular meeting of the Mounds View Village Council was <br />called to order at 8 :00 P.M., February 27th, 1961 at the Red Oak <br />School, Sherwood Road and Red Oak Drive, Minneapolis 21, Minnesota <br />Present were: <br />PROCEEDINGS OF THE VILLAGE COUNCIL <br />VILLAGE OF MOUNDS VIEW <br />RAMS EY COUNTY, MINN:;SOTA <br />000025 <br />Mayor: Allan B. Crane <br />Clerk Lloyd J. Blanchard <br />Trustees: Donald Hodges <br />Perry Malvin <br />Melford C. Christensen <br />(Arrbed at 9 :30 P.11. <br />En ;inter: Les Knutson <br />Attorney: Richard Meyers <br />(Arrived at 9 :55 P.M.) <br />Motion by Malvin to accept February 13th minutes as read. <br />Seconded by Hodges. 4 Ayes for approval. <br />Recreation report was read by Hodges (copy on file). It was <br />reported that they have a 5826.00 deficit in their budget due to the <br />purchase of a warming house that the Recreation Committee felt should <br />be paid for out of General Funds. Subject to be investigated and <br />action taken later by Council. <br />Lakeside Park Commission report given by Malvin. A new men's <br />softball league will be formed. A larger midget baeeball league will <br />be in operation this year with some games under lights at Lakeside <br />Park, <br />Mayor Crane read the report of the Police Commission meeting of <br />February 23rd. (Copy on file). <br />Motion by Blanchard to have Mounds View D -X Station service <br />Police Cars for one year, commencing March 1, 1961 as per bid received. <br />Seconded by Malvin. 4 Ayes for approval. <br />Motion by Crane to allow Police Commission to investigate the <br />possibilities of using a timing device for speed control on Village <br />Streets. Seconded by Malvin. Roll call, 3 Ayes for approval. <br />Blanchard -no. <br />Motion by Malvin to allow Commission to do research concerning <br />changing the Police Department from part time to full time. Seconded <br />by Blanchard. 4 Ayes. <br />The Clerk was instructed to write a letter to the Anoka Bus Co. <br />in regards to changing of routes and the speed of buses on Village <br />Streets. <br />The monthly report from 13 es E Patrol (Village Dogcatcher) was <br />presented. (On file in Police Office). <br />Public welfare report was given by Malvin. <br />Report on sewage overflow problem at the Harvey Hewmann home on <br />2 Ridge Lane was given. Several residents from the area were <br />present and voiced their opinions and feelings on the subject. <br />Mayor Crane stated that perhars the Council had been too lenient <br />with the problem before but that i;; was doing everything it legally <br />could do at the present time. <br />
