NESSEAS, The Legislature of the State of Minnesota has <br />passed and adopted in amended form In both the House of Representatives and <br />the Senate certain enabling legislation commonly called the North Suburban <br />Ant, and <br />WHEREAS, Such Legislation nevertheless empowers the City <br />of Fridley and City of Coon Bapids, and the villages of Brooklyn Park, Blaine, <br />Mounds View, and Spring Lake Park, to form for their use a sewer district <br />within the area comprising their municipalities, and <br />WHISSAS, Thera 1s an urgent need to form a sewer district <br />within such area to provide the essential services of sewerage collection, <br />treatment and disposal to each of such municipalities and the inhabitants <br />thereof, and <br />WHIMS, Section 4 of such ant provides that proceedinga for <br />the establishment of a district under the act are initiated by a resoltuion of <br />the governing body of one or more of the affected municipalities, <br />NOW, THEREFORE, BE IT BEEOLLVED, BY THE VILLAGE OF ROUNDS VIEW <br />as follows: <br />1. That the City of Fridley and City of Coon Rapids, and the <br />villages of Brooklyn Park, Blaine, Mounds View, and Spring Lake Park shall create <br />a sanitary sewer district. <br />2.
