PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA 000116 The regular meeting of the Mounds View Village Council was called to order by Mayor Crane at 8400 P.Mo August 14th, 1961 at the Red Oak School, Sherwood Rd. and Red Oak Dr., Minneapolis, Minnesota Present were: Mayor' Allan Crane Clerk: Lloyd Blanchard Trustees: Mel Christensen Perry Malvin Don Hodges Attorney: Richard Meyers Engineer: Leg Knutson Pub. Works: Walter Skiba Adm. Clerk: Paul Boog Motion 'made by Hodges to accept minutes of July 24th meeting as presented. Seconded by Malvin. 5 Ayes. Motion made by Christensen to accept minutes of July 31st meeting as presented. Seconded by Malvin. 5 Ayes. The attorney read a motion that he lrew up under the Council's direction regarding water filtration contract. Motion by Malvin to authorize execution of a contract with D.W. Hickey, upon the execution of an escrow agreement between the Village of Mounds View and the Turbomatic Co. and the First State Hank of New Brighton. The Escrow agreement shall cover 35,000.00 in bonds to guarentee satisfactory performance of the filtration plant covered by the contract and shall be in effect for three years from the acceptance date. The contract shall also embody the terms of a letter filed with the Village from the Turbomatic Co. signed by H.M. Mueller and dated August 14th, 1961. Seconded by Christensen. 5 Ayes. Motion carried. Mrs. Ralph Peterson raised a question regarding the water availabilit- date on project 1960 and 1960 -2. She was of the opionion and several Others in attendance agreed, that the availability date should have been six months after the notice was placed in the paper. After discussion by Council members and others the attorney stated that the Council had met the legal requirements of the Ordinance. Mayor Crane said that no date for the 3100.00 addition fee, that could be levied after Sept. 3Oth, was set because the Council did not wish to enforce that position of the Ordinance at this time. Mr. A Dlrs. Marvin 0lrsstead• appeared before the "Council to roil/miter a complaint regarding the Lambert 3a11 Field. Their home borders the playground on the East side and frequently foul balls are hit into thiex yard. They have given permission for the children to go around the fence or have a portable stile availab =e at games so the fence would not be climbed on, bnt the fence still gets bro%en and the owners are frequently requested to chase balls for the players. They also stated that some parents use foul language towards them and that small children are using the area along their fence as a tc.:.let.
