PROCEEDINGS OF THE VILLAGE COUNCIL <br />VILLAGE OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />000116 <br />The regular meeting of the Mounds View Village Council was called <br />to order by Mayor Crane at 8400 P.Mo August 14th, 1961 at the Red Oak <br />School, Sherwood Rd. and Red Oak Dr., Minneapolis, Minnesota <br />Present were: <br />Mayor' Allan Crane <br />Clerk: Lloyd Blanchard <br />Trustees: Mel Christensen <br />Perry Malvin <br />Don Hodges <br />Attorney: Richard Meyers <br />Engineer: Leg Knutson <br />Pub. Works: Walter Skiba <br />Adm. Clerk: Paul Boog <br />Motion 'made by Hodges to accept minutes of July 24th meeting as <br />presented. Seconded by Malvin. 5 Ayes. <br />Motion made by Christensen to accept minutes of July 31st meeting <br />as presented. Seconded by Malvin. 5 Ayes. <br />The attorney read a motion that he lrew up under the Council's <br />direction regarding water filtration contract. <br />Motion by Malvin to authorize execution of a contract with <br />D.W. Hickey, upon the execution of an escrow agreement between the <br />Village of Mounds View and the Turbomatic Co. and the First State Hank <br />of New Brighton. The Escrow agreement shall cover 35,000.00 in bonds <br />to guarentee satisfactory performance of the filtration plant covered <br />by the contract and shall be in effect for three years from the <br />acceptance date. <br />The contract shall also embody the terms of a letter filed with <br />the Village from the Turbomatic Co. signed by H.M. Mueller and dated <br />August 14th, 1961. Seconded by Christensen. 5 Ayes. Motion carried. <br />Mrs. Ralph Peterson raised a question regarding the water availabilit- <br />date on project 1960 and 1960 -2. She was of the opionion and several <br />Others in attendance agreed, that the availability date should have been <br />six months after the notice was placed in the paper. After discussion <br />by Council members and others the attorney stated that the Council had <br />met the legal requirements of the Ordinance. Mayor Crane said that no <br />date for the 3100.00 addition fee, that could be levied after Sept. 3Oth, <br />was set because the Council did not wish to enforce that position of the <br />Ordinance at this time. <br />Mr. A Dlrs. Marvin 0lrsstead• appeared before the "Council to roil/miter <br />a complaint regarding the Lambert 3a11 Field. Their home borders the <br />playground on the East side and frequently foul balls are hit into thiex <br />yard. They have given permission for the children to go around the <br />fence or have a portable stile availab =e at games so the fence would not <br />be climbed on, bnt the fence still gets bro%en and the owners are <br />frequently requested to chase balls for the players. They also stated <br />that some parents use foul language towards them and that small children <br />are using the area along their fence as a tc.:.let. <br />
