PROCEEDINGS OF THE VILLAGE COUNCIL <br />VILLAGE OF MCi;NDS VIEW <br />RAMSEY C')UNTY <br />MINNESOTA <br />0d013.1 <br />Pursuant to due call and notice thereof,a Special Meeting ,f the <br />Village Council was called to order Se.ptembef 6th,'1961, at'8 OO P.M. <br />at the Village office, 5499 Adams by acting Mayor Hodges. <br />Present ,are: Acting Mayor: Donald Hodges <br />Clerk: Lloyd J. Blanchard <br />Adm. Clk: Paul Boog <br />Trustees: Melford Christensen <br />Motion by Blanchard to recess the meeting and to reconvene at the <br />Red Oak School, Sherwood Rd. and Red Oak Dr., because of lack of space. <br />Seconded by Christensen. 3 Ayes. <br />At. Red Oak School the Village Attorney, Fiscal Agent, and Engineer <br />assissted various citizens in determining the amount of their assessment,. <br />The meeting was again called to order at 8:25 P.M. by acting Mayor <br />Hodges. <br />Present were: Acting Mayor: Donald Hodges <br />Clerk: Lloyd J. Blanchard <br />Trustees: Mulford Christensen <br />Perry Malvin <br />Engineer: Les Knutson <br />Attorney: Richard Meyers <br />Fiscal Agent: Mann <br />The Mayor explained that this hearing was for the purpose of deter- <br />mining and setting the individual assessment for the homes on the 196C =3 <br />project. He then turned the floor over to Mr. Knutson. Village Engineer. <br />Mr. Knutson then explained that this project was initiatsd in 19 <br />by the Village Council in answer to petitions received and a hearing <br />was held to determine where the water lines would go. The contract was <br />awarded to Herbst Const, after due legal advertisement and the project <br />was completed this spring. The total cost of the job including all costs <br />such as engineer, legal fiscal, clerical, etc. amounted to $215,164.18. <br />The cost was then apportioned along those lots receiving benefits solely <br />on their front foot basis. This was done by dividing the total cost by <br />the front footage served. The front footage assessment then became $4.00 <br />per lineal foot. In addition to this a number of connections were made. <br />The total cost of these services resulted in a cost per service of <br />$106.50 and that is the basis for this hearing, to apprise you of what <br />these amounts are and how they were determined. <br />Mr. Knutson cited as an example the difference in the cost of water <br />between Nounds View and Blaine. Blaine water cost on a 75ft, lot is <br />482 while Mounds View lut on same size is $428.50 including the <br />service connection, 46,389.45 lineal ft., 286 services, and 278 assessable <br />services. <br />This concluded Mr. Knutson's explanati)n and the Mayor then asked <br />if there were any 7uesti regarding what had been stated. <br />
