PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA The regular meetf.ng of the Mounds View Village Council was called to order by Mayor Crane at 8:05 P.M. February 26,1962 at 2401 Highway #10. Present were Mayor: Clerk: Trustees: Allan B. Crane Lloyd J. Blanchard Donald Hodges Perry Malvin John L. Sullivan Engineer: Les Knutson Attorney Richard Meyers Adm. Deputy Clerk Paul Boog Pubic Works Walter Skiba 000027 Motion by Hodges to accept minutes of February 13, 1962 as presented. Seconded by Malvin. 5 Ayes Mayor Crane gave a short report on the assessment procedures in the village based on information received from the County Assessor at a meeting in the Village Office on February 24, 1962. The Chairman for the Industrial Development Commission has not yet been named. This will be discussed at the next agenda meeting. The dog control problem was brought up and discussed at some length. Mr. Nelson of 5373 St. Stephen made the following statement. I believe the dog situation is getting out of control. It is my personal feeling that unless the present Ordinance is more rigidly enforced that a leash law similar to the one recently enacted in Blaine Village will be necessary. He further stated that he had counted 17 dogs at the Pinewood school that same morning. After further discussion by Councilmen and residents the following action was taken: Motion by Blanchard to direct the Police and dog catcher more strictly enforce Ordinance #58 through issuance of tickets (warrants) to owners of dogs violating said Ordinance, commencing Friday, March 2, 1962. Seconded by Malvin. 5 Ayes The attorney was instructed to prepare an.ammendment to Ordinance #58 requiring the leashing of all dogs while on park and school property. Mr. Bona, Village dog catcher, requested that a letter be sent to the St. Paul Humane Society (a private organization) informing them that the Village contracts for its animal control and requesting them to refer all calls to the B 8 E Patrol. The Clerk was directed to prepare and send said letter. Mr. Hodges reported that a pop machine was to be installed on February 27, 1962 in the Village Office and that the first organizational dance and meeting of the Y.A.C.
