0 <br />-3- <br />0J0005 <br />Mr. Malvin reported on the costs of repainting or tiling the floor <br />in the meeting hall and the following action was taken: <br />Motion by Blanchard to have Mr. Malvin supervisle the tiling <br />of the floor in the Meeting Hall area. Seconded by Crane. 5 Ayes. <br />The matter of a residents mail box being knocked down was <br />referred to Mr. Skiba for investigation and possible action if <br />said damage was due to snow removal. <br />The Civil Defense Director, Charles, Jackson, presented the <br />Council with a annual report of activities of the department and <br />goals for 1963. on file) <br />Motion by Crane that the Village pay the cost(to be met with <br />matching funds from Federal Government) for a police training <br />course for the Civil Defense men. Cost approximately $30.00. <br />Seconded by Hodges. ;5 Ayes. <br />The Civil Defense announced that a public First -Aid Course <br />will be given at the Village Hall on Thursday nights for 5 weeks <br />starting February 7, 1963. <br />The Second Wednesday in March the Council is invited to attend <br />a Ramsey County Civil Defense Directors Meeting. <br />The Engineer reported on the following items: <br />1. The St. Paul water works had been much more lenient than <br />expected with the proposed crossover of Jackson Drive to County <br />Road I. An 8" reinforced concrete slab would suffice for cover <br />rather than the expected concrete bridging <br />2. The sewer and read report requested earlier will be ready <br />on or near the first of March 1963. <br />The Attorney reported on the following items. <br />1. County Road H -2 was the most dangerous road in the Village <br />from a pedestrian stand point, having had at least two or three <br />pedestrian. accidents. He recommended further investigation as to <br />possible Council action to alleviate this condition. <br />The matter was discussed and referred to the Police Commission <br />and Police Department for recommendation. <br />2. A letter drafted by the Village Attorney offering three <br />solutions to the possible sewer hook -up with the Arsenal was read <br />and discussed. (copy on file) <br />The Attorney was directed to put more emphasis on the dire <br />need of this service and to present it at the next meeting in <br />the final form. <br />The matter of a representative to the sewer district was <br />brought up. Mr. Malvin stated that he felt the post should be taken <br />for one year by each Councilman to better inform himself on the <br />activities and plans of the district. Mr. Sullivan and Mr. <br />Blanchard concurred. <br />Mr .Hodges disagreed stating he felt the Mayor should see <br />the program through for at least one more year,as he had put in <br />many long hours at court hearings and meetings already in the <br />past year. <br />The Mayor stated that he would like to keep the job as it <br />was a challenge and he had studied at some length to do a good <br />job for the Village. <br />
