-2- <br />Mr. Sullivan also gave a report on the joint meeting :WTth b 9 <br />the New Brighton Village Council regarding a joint Municipal Court. <br />Another meeting will be held after further information is assimilated <br />by the two Village Attorneys. <br />The Attorney and Fiscal Agent reported on the bids for the <br />Bond Sale. The low bidder was First National Bank of St. Paul and <br />they recommended the Council accept that bid. Motion by Sullivan <br />to concur with Attorney and Fiscal Agents recommendation and award <br />the sale of 130,000 Bonds to low bidder, First,National Bank of St. <br />Paul at an interest rate of 3.4587% and a total interest cost of $31,475.00 <br />Seconded by Malvin. 4 Ayes. <br />The checks of the unsuccessful bidders will be returned through <br />the Clerk's Office. <br />Mr. and Mrs. Richardson 8443 Red Oak Drive requested a delay <br />in the water hook -up because water table in their area is too high to <br />dig in the line. <br />Motion by Malvin to delay the late hook -up fee cut -off date <br />for 8443 Red Oak Drive because of high water table, until water table <br />is lowered enough to make excavation without flooding. <br />Seconded by Sullivan) 4 Ayes. <br />Clerk's Office was instructed to attach a note regarding this <br />action to permit application. <br />Mr. Skiba reported that N.S.P. was installing a power pole <br />on the proposed right of way of County Road H at Highway 10. <br />The Engineer was instructed to investigate the possibility, <br />of water service hook -up to an isolated home on Edgewood Drive, <br />across from the Junior High School. <br />The Engineer reported the following regarding Judicial Ditch 1: <br />1. State Aid Money is available and can be used for this purpose in <br />connection with Hillview Project. <br />2. Approximate cost would be from $250.00 to $500.00 <br />3. The Contractor has done some clearing on his own. <br />Motion by Malvin to clean Judicial Ditch 1 from the (approx.) <br />corner of Quincy Street to Highway 8 at an estimated cost of $250.00 <br />to $500.00. Work to be performed under a change order on Hillview Road <br />Project, prepared by the Engineer. Funds to come from Municipal State <br />Aid. Seconded by Hodges. 4 Ayes. <br />The Attorney read a letter regarding this ditch and gave a <br />report on his meeting with the County Board of Commissioners. <br />He stated that the Village would get little or no assistance <br />from the County and the only other alternatives were to undertake the <br />cleaning on our own, or take it to the Court that created it and ask <br />for a ruling on who pays for the cleaning. <br />The Acting Mayor opened the Public Hearing for Mr. C.W. Peterson <br />on rezoning. <br />The Clerk read the legal description and the published and <br />mailed notices required. <br />Mr. Bell, Attorney for the applicant, told of the projected <br />plans for the plot of ground. The owner will have a building constructed <br />and lease it to a concern or operate on his own a dairy store, or sporting <br />goods store or an auto accessory store. <br />The Acting Mayor called three times for objections to the <br />rezoning and there were none. <br />
