PROCEEDINGS OF THE VILLAGE COUNCIL <br />VILLAGE OF MOUNDS VIEW <br />RAMSEY C')UNTY, MINNESIIA <br />The regular meeting of the Mounds View Village Council was <br />called to order by Acting Mayor Hodges at 8:00 P.M., October 28, 1963 <br />at 2401 Highway 10. <br />Present were: <br />Acting Mayor: <br />Clerk: <br />Trustee: <br />Also Present: <br />Engineer: <br />Attorney: <br />Adm. Sullivan <br />Les Knutson <br />Richard Meyers <br />Paul E, Boog <br />Irene Edberg <br />Walter Skiba <br />0 1. 1 011:16 <br />Motion by Sullivan to approve minutes of October 14, 1963 as- <br />presented. Seconded by Malvin. 4 Ayes. <br />Mr. Malvin reported n the Sanitary Sewer progress. A <br />meeting was held in Coon Rapids with the NSSSD Board and members of <br />Village Councils to discuss the proposed contracts for sewer service. <br />A number of points were brought forth and discussed and it was decided <br />to have all Village Attorneys meet with the district's legal advisor <br />to attempt to come to an agreement, <br />The Sunrise Methodist Church at 2520 County Road I requested <br />a permit for a land fill program so they could build a parking lot <br />and playground area- <br />Mr. Meyers presented a prcposed letter of authorization for <br />Council approval. <br />Motion by Malvin to approve the letter of permission for land <br />fill program for Sunrise Methodist Church and to authorize the Mayor <br />and Clerk to execute the said agreement. Mr Skiba will visually <br />inspect the area during the fill process and advise the Council as <br />to whether or not the agreement is being followed. <br />Seconded by Sullivan: 4 Ayes. <br />A request for use of part of thu Village Hall 2 or 3 times a <br />month was received from the Internal Revenue Service. <br />Motion by Malvin to approve request and to waive fee. <br />Seconded by Sullivan. 4 Ayes. <br />A petition to plae the liquor question on the ballot was <br />read by the Clerk. The Attorney presented a memo regarding this and the <br />matter was discussed. (memo on file; <br />Becuase a petition has been filed with 10 legal voters <br />signatures and was filed withthe Village Clerk at least 15 days before <br />the annual Village ElectLon, therefore it was moved by Sullivan that <br />the question be placed on a :operate ballot, to be voted on at the <br />ito next village elec' :.on, November 5, 1953 (Cop; of ballot attached <br />to official copy of minuteE, Seconded by Blanchard. 4 Ayes. <br />
