-3- <br />C :0 <br />The Mayor opened the Public Hearing regardiog the former <br />Lambert Property North of the Village Hall. <br />The Clerk read the published and mailed legal notice and <br />stated that all forms were in order. <br />The Mayor called for pro or con opinions on this matter. <br />No one wished to make a statement. The mayor closed the hearing. <br />Motion by La Vaque to rezone the N'' Quarter of the NW Quarter <br />Section 8, Township 3J, Range 23, except the South 15 acres thereof <br />and except the West 388.5 feet thereof and except the East 541.96 feet <br />thereof and the West 930.46 feet of the North 321.5 feet thereof subject <br />to County Road I, upon approval of application of a building permit. <br />Seconded by Hodges. 4 Ayes. <br />Motion by Rustad to approve preliminary Plat Plans for above <br />property. (copy on file) Seconded by La Vaque. 4 Ayes. <br />The Mayor opened the Public Hearing on the road improvement <br />project for Johnson Terrace Addition. The Clerk read the published <br />and mailed legal notice. The Mayor called for opinions, pro or con, <br />on the subject. Several questionswere raised and answered. The Mayor <br />closed the hearing. <br />Motion by Rustad to order improvement and direct the Engineer <br />to request County to do this work, eliminating the East -West portion <br />of Johnson Drive. Seconded by Hodges. <br />The Clerk stated that there was not sufficient funds in the <br />Road .and Bridge Fund account to pay for this project. Roll Call on <br />motion: Blanchard, La Vaque, Hodges Naye Rustad Aye. <br />After some discussion as to procedure: Motion by Rustad to order <br />improvement and have Village Engineer request county to do this work. <br />Project financing to be borrowed from l Dater Utility Fund at 3% interest <br />on loan to Road and Bridge Fund. Seconded by Blanchard. 4 Ayes. <br />Motion by Blanchard to pay bills submitted totaling <br />Seconded by Rustad. 4 Ayes. <br />Motion by Blanchard to approve licenses submitted. <br />(1.1.st attached) Seconded by Rustad. 4 Ayes. <br />Motion by Blanchard upon advise from the Fiscal Consultant <br />that on Tuesday, the 14th of July, 1964 at 8:00 P.M. the Council will <br />receive, open and consider sealed bids for the purchase of $1,575,000 <br />General Obligation Temporary Improvement Bonds of the Village to be <br />issued pursuant to Minnesota Statutes, Section 429.091, Subdivision <br />3 for the purpose of financing part of the cost of a sanitary sewer <br />improvement for said Village. Said bonds vill be dated August 1, 1964 <br />in denominations to be specified by the purchaser will mature on August <br />1, 1966 without option of prior payment and will bear interest at a rate <br />to be designated by the purchaser in multiples of or 1 /10 of 1% <br />per annum payable on February 1, 1965 and semiannually thereafter <br />on each August 1 and February 1. All Bonds shall bear interest at a <br />single basic rate from date of issue until paid, but in additon may bear <br />interest at an additional rate for a limited period in total amount <br />nct to exceed $15,750 interest at such additional rate to be represented <br />by "B" Coupons, Principal and interest will be payable at a suitable <br />bank to be designated by the purchaser.
